Ohio Pharmacist on Narcan
ear Adam
I am a pharmacist who has dispensed Narcan and the generic naloxone syringes with nasal adapters. Narcan is approved and designed for nasal use, whereas generic naloxone is not approved for that use (it designed for injection), but the syringes are often sold with a nasal adapter for nasal use at a cheaper price than naloxone. I am from Dayton OH, and lived in Cincinnati OH for years (Middletown is halfway between the two). Dayton is one of the worst areas for opioid abuse and death in the nation, maybe due to it's proximity to I75 and I70, but probably very related to its history of job loss and poverty.
Narcan is available OTC in Ohio, and various other states, and when I lived and worked in Ohio I dispensed it both with a prescription and OTC.
I have no moral issues with naloxone use, I don't know if it increases heroin use, however I agree with the listener on the last show, that it likely does not. It absolutely needs to be available to paramedics and the like, no limits. I can't find any information on what formulation most paramedics use- however I imagine it is the cheaper option, and with the generic version it can also be injected. The generic is available from many companies at a pretty low price and has been out since the 80s I believe.
I see a lot of pain clinics now prescribing Narcan for their patients with high doses of opioids. If someone is on a high enough dose of opioids that they could overdose, they probably should be taking a less.
I wonder if all the news focus is pushing for OTC and prescription sales, because most people don't know about the generic, and only ask for or want Narcan, and most MDs write for Narcan, not naloxone (it is technically a different strength than the generic so it is nonsubstitutable on a pharmacy level).
The previous caller was also correct that it precipitates withdrawal. The person wakes up like a zombie from their opioid sleep and feels awful. The effects typically last about 15 minutes, then may require a redose (depending on the amount of opioids they took to go under). This is why it will always be a bad decision for regular use by anyone who is not a paramedic or very close to a hospital (including by probably improperly trained school staff).

Anti Kratom Act
Here's a loooong meeting for you to pour over for clips if you want, or just your own knowledge.
Kratom is currently in limbo as you'll hear at about the 1:30:00 mark. (A new Drug Schedule Designation, "Schedule A" was proposed for Kratom/mitragyna speciosa because....legislation??? I dunno for sure, I can guess and say they want to shoehorn a natural plant-based source of opiate-like alkaloids into a SYNTHETIC Drug Ban or maybe because of the DEA's ignorance about Kratom.
I followed every day of the September 2016 Ban Scare very closely and the DEA was both ignorant and willfully dishonest with their claims. (I never thought I'd be calling and Tweeting DEA HQ to give them a piece of my mind-I called 3 times.) If a Synthetic version of the psychoactive chemicals Mitragynine or 7 -Hydroxy-Mitragynine is in the pipeline for a Drug Company, which I believe to be very plausible, then it is clear why the natural version "needs" to be banned.
Kratom is unique in that it is the ONLY opioid that isn't killing anyone from OD's/Respiratory Arrest, and that would be a great selling point for a Big Pharma Company.
Thanks for covering The Drug War,

Does Marijuana Change the Brain?
Sun, 02 Jul 2017 14:56
The effects of marijuana on the brain may be more complicated than experts previously thought, and may depend on factors related to the person using the drug, such as their genetics, two new studies suggest.
Marijuana use does not lead to smaller brain size in teens, one of the new studies found. That finding contrasts with previous research suggesting the drug does have this effect.
But in people who are genetically prone to schizophrenia, marijuana could alter their brain development in potentially negative ways, according to the other new study.
Together, the two new studies point to a complicated and confusing picture of marijuana's effects on young brains. The studies suggest that a person's environment, culture and genes all play murky roles in the process. [11 Odd Facts About Marijuana]
Long-term effects
Dozens of studies have researched the differences between the brains of pot smokers and those of people who don't smoke marijuana. Overall, the research shows that heavy pot smokers '-- those who use pot at least three times a day '-- tend to have smaller gray-matter volumes in the orbitofrontal cortex, a brain region tied to addiction, but they also had greater connectivity between brain regions, according to a 2014 study in the journal Proceedings of the National Academy of Sciences.
Other studies have shown that people who smoke pot in their teen years have lower IQs later on. And several studies have found that people who smoke pot are more likely to develop schizophrenia than those who don't use the drug.
But the problem plaguing all of these studies is that people who smoke marijuana are different from those who don't in lots of ways, and untangling cause and effect can be incredibly tricky, the researchers said.
No obvious differences
To get a better picture of the effects of marijuana on the teenage brain, Arpana Agrawal, a geneticist at Washington University in St. Louis, and her colleagues looked at magnetic resonance imaging (MRI) studies of the brains of 241 pairs of same-sex siblings, including some who were twins.
In some pairs, only one sibling had smoked marijuana; in others, both had smoked pot; and in some, neither sibling had used cannabis. By studying such pairs, who share half their DNA, the team hoped to untangle the effects of marijuana from those of other factors, such genetics or the environment of a person's home.
The team found that teens who had smoked pot '-- even once '-- did have smaller brain volume in the amygdala, a region associated with emotion processing and reward seeking, compared with those who had not smoked pot. The pot smokers also had smaller volume in the right ventral striatum, a brain region tied to reward processing.
However, the siblings who did not smoke pot but who shared similar genes and environment with their pot-smoking siblings also tended to have smaller volume in these key brain regions, compared with siblings who both avoided marijuana.
"That suggests there might be common factors, genetic and environmental, that predispose us to using marijuana that also contribute to variations in our brain volumes," Agrawal told Live Science.
High risk factors
In a second study, Dr. Tomáš Paus, a neuroscientist at the Rotman Research Institute, Baycrest in Toronto, and his colleagues used MRI to study the brains of more than 1,500 teenage boys. In one subgroup, the team looked at the teenagers' brains at two points in time: when the youngsters were almost 15 and almost 19 years old.
They found that over the four years, those who had smoked pot and also had several genes that increased their risk of schizophrenia had thinning in the cortex '-- the outer, gray matter of the brain '-- compared with those who had the same genes but had not smoked pot.
It's not clear what the thinning in this brain region means for what's going on inside the brain. It could be that the pot smokers had less-connected brain cell networks, fewer capillaries nourishing blood vessels in the cortex or fewer support cells, such as glial cells, Paus speculated.
However, the findings do hint that marijuana itself could be responsible for the thinning in the cortex, Paus said. The brain regions that showed the greatest cortical thinning also have high concentrations of cannabinoid receptors, which bind the active ingredients in marijuana, Paus said.
Schizophrenia is rare, and Paus noted that even among teens with the highest genetic risk of schizophrenia, only 4 percent actually develop the disease. About 1 percent of people in the general population have schizophrenia. In the study, the team didn't follow the teens long enough to see how many developed the disorder.
In addition, because schizophrenia is so rare, the study was too small to get a statistically meaningful answer to the question of whether smoking pot increased the teens' risk of the disorder, he added.
Still, the findings suggest that in susceptible people, smoking pot could alter brain development. "All we are saying is that if you combine cannabis use with the genetic risk, then the brain is maturing in a slightly different way," Paus told Live Science.
Jury still out
But scientists still aren't sure whether, and how, marijuana harms young brains.
"We really do not fully understand what impact marijuana use has on us, and I think, in particular, in youth," Agrawal said.
In an editorial accompanying the new studies in the journal, Dr. David Goldman, a neurogeneticist at the National Institute on Alcohol Abuse and Alcoholism in Rockville, Maryland, wrote that the effects of marijuana may vary among people.
"Because of diversity in genotype and environment, one person's sugar may be another's poison," Goldman wrote.
Still, that doesn't mean marijuana is safe for people with the "right" genes, Goldman added. Like other drugs, the effect of marijuana is dependent on the dose, and as high-concentration tetrahydrocannabinol (THC) weed becomes increasingly popular, the effect of the drug could change, he said.
Both studies and the editorial were published today (Aug. 26) in the journal JAMA Psychiatry.

Weed shrinks Amygdala!
In the morning!
I was recalling a study that was talked about a few years ago this morning about how smoking pot can create a physical change in the formation of the brain; especially in people under 17.
The tests used identical twins, with a mix of those who used and didn't use pot, to run tests to see differences in the brain development.
From the article:
"The team found that teens who had smoked pot — even once — did have smaller brain volume in the amygdala, a region associated with emotion processing and reward seeking, compared with those who had not smoked pot. The pot smokers also had smaller volume in the right ventral striatum, a brain region tied to reward processing."
While the article goes into detail saying that smoking pot may increase the chances of schizophrenia, the official decision on that is still out.
While this does not add sound for the show, I figured it was something worth noting.

Bigotry against Germans
ITM, John & Adam.
Thanks, as always, for the great content on No Agenda. I like the way
you call out bigotry in all its forms. I thought I'd share this story
which you're free to share on the show if you like.
Both my parents are in their 70s and were born in Germany. My mom's
family moved to Canada in 1954 knowing practically no English. Like John
has mentioned on your show, while my mom and her sisters didn't abandon
their German heritage they were expected (both by the community and
their parents) to learn and speak English. The community into which my
family moved was unique (a town called Midland in Ontario, Canada) as
this was the location in which Leica chose to build their Canadian
factory. As you can well imagine, life in Germany in 1954 was one of
austerity so many jumped at the chance to move to Canada. Almost
overnight, this little town 2 hours north of Toronto had 50 or so German
families move in. Even though WW2 had ended nine years earlier there was
still resentment towards Germany. You want to talk about bigotry... my
mom's family had their dog poisoned and were subject to a lot of ill
treatment because of their German heritage (as were many other
families). My mom hasn't forgotten the struggles of an immigrant and is
sympathetic to newcomers but is also very quick to put them in their
place. It's downright hilarious when she's in public and someone tries
to use the excuse of English not being their first language, at which
point my mom chastises them saying, "English is MY second language,
too!"
Looking forward to Sunday's show. Happy Canada Day!

Trump's Deflections and Denials on Russia Frustrate Even His Allies - NYTimes.com CORRECTION
Thu, 29 Jun 2017 22:36
In the span of 72 hours, President Trump described the email hacking that roiled the 2016 campaign as a Democratic ''hoax'' and as clear aggression by Russia that his predecessor, President Barack Obama, failed to address.
Other times, Mr. Trump has said the hacking might have been done by China.
Or, as he claimed during the first general election debate, the hacking could have been the work of a lone wolf weighing 400 pounds, sitting on his bed at home.
The Run-UpThe podcast that makes sense of the most delirious stretch of the 2016 campaign. Then there was the time Mr. Trump blamed ''some guy in his home in New Jersey.''
Or, as Mr. Trump has also suggested, there might not even have been hacking at all'...
On Saturday, Mr. Trump tried again to focus attention on Mr. Obama.
''Since the Obama Administration was told way before the 2016 Election that the Russians were meddling, why no action?'' Mr. Trump wrote on Twitter. ''Focus on them, not T!''
He followed that up with: ''Obama Administration official said they 'choked' when it came to acting on Russian meddling of election. They didn't want to hurt Hillary?''
Government officials, members of Congress from both parties and even some Trump supporters had hoped that, with the campaign behind him, Mr. Trump would finally speak declaratively about the email hacking and recognize the threat Russian cyberattacks present, without asterisks, wisecracks, caveats or obfuscation.
That hope has dissipated. The latest presidential tweets were proof to dismayed members of Mr. Trump's party that he still refuses to acknowledge a basic fact agreed upon by four American intelligence agencies: Russia orchestrated the attacks, and did it to help get him elected.
''I think he would be rewarded politically for being tough on Russia,'' said Mike DuHaime, a Republican strategist and an adviser to Gov. Chris Christie of New Jersey. Mr. DuHaime suggested that it was time for Mr. Trump to help himself with a public declaration definitively laying the blame on Russia.
''Most people grew up hearing the Russians are not our allies,'' Mr. DuHaime said. ''He should be tough on them for what they attempted to do.''
It is not easy to explain why the president won't concede the Russia question, but aides and friends say the matter hits him where he is most vulnerable. Mr. Trump, who often conflates himself with the institutions he serves, sees questions about Russia as an effort by Democrats and stragglers from the ''Never Trump'' movement to delegitimize his election victory.
There is another reason, too. Mr. Trump is a wealthy businessman from New York, but he is not a Wall Street titan or a master investor. He is a real estate mogul whose life view is predicated on making deals and who treats almost everything as an open-ended discussion. When it comes to where he stands on Russia and the 2016 election, Mr. Trump, in keeping with his signature approach to almost every issue, appears to be leaving his options open.
It was a winning formula during the campaign. Mr. Trump talked in generalities, refusing to commit to specific policy proposals. ''We're going to have to look at a lot of things very closely,'' was a frequent, vague refrain.
He would speak supportively of both sides of an issue, sometimes in the same sentence, forcing interviewers to scramble to pin him down and leaving supporters and detractors reading what they chose into his words.
''President Trump treats every issue like an ongoing negotiation by hedging his comments with phrases that allow a flexible interpretation of his position,'' said Ryan Williams, a Republican strategist and a former aide to Mitt Romney. ''He refuses to get backed into a corner or pinned down on a specific position so that he always has the option of changing his mind and making a course correction in the future.''
His aides have mirrored that strategy.
On Friday, when Sean Spicer, the White House press secretary, was asked by a reporter if the president stood by his lone January statement that Russia was behind the email hacking, Mr. Spicer replied vaguely: ''Of course. He's concerned about any country or any actor that wants to interfere in elections.''
But the campaign is long over. While many of Mr. Trump's allies and supporters are still reluctant to blame Russia, the American intelligence community has said that Russian interference is a fact, not an opinion. Mr. Trump's strategy of muddying his position has let the Russia issue grow, gumming up the gears in his administration's efforts to move forward with major legislation and decisions.
''Geopolitically, it touches everything,'' Mr. DuHaime said.
That includes some important decisions Mr. Trump will have to make: whether to supporttougher sanctions againstRussia; to give back Russian properties seized by the Obama administration; or to try to remove Robert S. Mueller III, the special counsel investigating whether the Trump campaign colluded with Russia.
Officials in a number of states have complained that the White House has done little to try to safeguard the 2018 and 2020 elections against potential Russian intrusions, even as evidence grows that there were efforts to tamper with voter rolls last year.
Through it all, the president's allies continue to see Russia as a boogeyman for Democrats and a rapacious news media, an issue his core voters think is manufactured.
''He doesn't want to be set by this narrative that the Russians hacked the election when he has to negotiate with Russia, who, by the way, sits on China's border,'' said Sam Nunberg, a former campaign aide to Mr. Trump. ''If Putin adamantly denies that he did it, it's frankly not an issue to the president.''
Correction: June 29, 2017
A White House Memo article on Monday about President Trump's deflections and denials about Russia referred incorrectly to the source of an intelligence assessment that said Russia orchestrated hacking attacks during last year's presidential election. The assessment was made by four intelligence agencies '-- the Office of the Director of National Intelligence, the Central Intelligence Agency, the Federal Bureau of Investigation and the National Security Agency. The assessment was not approved by all 17 organizations in the American intelligence community.

CNN boss in crosshairs if AT&T-Time Warner merger approved | New York Post
Fri, 30 Jun 2017 04:07
AT&T will look to ''neutralize'' CNN President Jeff Zucker after it buys Time Warner, The Post has learned.
The buzz from the telecommunications giant comes as CNN is being slammed for highly publicized missteps '-- including botched reports tied to the federal probe of possible collusion between President Trump's campaign and Russia, according to three sources familiar with the thinking of AT&T brass. The missteps, which also include a profane anti-Trump tweet by Reza Aslan, a CNN host, have made CNN too polarizing an asset for execs at the blue chip company, a source said.
Aslan saw his CNN show, ''Believer,'' get canceled in the wake of the tweet.
The $85 billion acquisition of CNN parent Time Warner by AT&T could win antitrust approval by the Justice Department in the next 60 days, sources said.
''There was early talk about the way Zucker managed that wasn't a good fit for the new organization,'' one source said. ''They were eyeing ways to neutralize him.''
That desire leaves Zucker facing an uncertain future that includes the possibility of getting unceremoniously dumped, one source said.
Other potential scenarios include AT&T kicking the 52-year-old executive upstairs with a corporate title that strips him of any power over CNN '-- or a sale of the network that would let AT&T wash its hands of any future messes.
''The news business doesn't seem to be central to AT&T's content strategy,'' said Craig Moffett, a co-founder of independent media research firm MoffettNathanson. ''They seem much more interested in the entertainment brands. If selling CNN would make regulators happy, they'll sell it. I can't imagine AT&T would let CNN stand in the way of securing approval for the merger.''Zucker could also cash out his significant holdings of Time Warner stock and walk away from the network filthy rich, media execs said.
AT&T, when asked Wednesday about Zucker's future at CNN, seemed to dodge the question.
''We value all of Time Warner's assets and strongly believe that the combination of our two companies will help ignite a new wave of innovation in media and entertainment,'' Larry Solomon, SVP of corporate communications at AT&T, told The Post in a statement.
Of course, AT&T would have to wait until the deal closes to make any personnel moves.
If AT&T idles Zucker, it will be shunting aside an executive who more than doubled operating profits, to roughly $1 billion, over his tenure and just produced one of its highest-rated first quarters ever.
At the same time, CNN, according to second-quarter data released by Nielsen on Wednesday, slipped to third place among total viewers in both full-day and primetime periods.
CNN was No. 2 in the coveted demographic of ages 25 to 49 in full day '-- but was third in primetime in that demo.
''What would be the reason to fire him?'' one CNN insider asked, adding AT&T would risk losing credibility and perhaps top news talent.
Reps at Time Warner declined to comment.

Hawaii is asking a federal judge to rule that President Trump's move to re-introduce parts of his travel ban is at odds with a Supreme Court ruling earlier this week. From the court filing:
"The Government does not have discretion to ignore the Court's injunction as it sees fit. The State of Hawaii is entitled to the enforcement of the injunction that it has successfully defended."
The issue: The ruling stated that citizens of the countries subject to the ban who have "bonafide" relationships with people in the U.S. could not be barred. The Trump administration's interpretation of that ruling excludes grandparents, aunts, uncles, nieces, nephews, in-laws, and other extended family members.
The travel ban protocol went into effect at 8pm ET. More on who Trump's protocols would affect, here.
Update: The State Department website says fianc(C)s now counts as close relationships, per Reuters.
Agenda 2030
Former UN climate chief: Only three years left to save the planet
Fri, 30 Jun 2017 04:09
The United Nation's former global warming czar has published a paper claiming humanity only has three years left to avert dangerous global warming and meet the goals of the Paris climate accord.
To do that, Christiana Figueres says governments and businesses need to pony up $1.3 trillion a year by 2020 earmarked for ''climate action'' to decarbonize the global economy. That's on top of boosting green energy and phasing out fossil fuels, mostly coal.
''[S]hould emissions continue to rise beyond 2020, or even remain level, the temperature goals set in Paris become almost unattainable,'' Figueres, the former head of the United Nations Framework Convention on Climate Change, wrote in an article published in Nature. ''The UN Sustainable Development Goals that were agreed in 2015 would also be at grave risk.''
''These goals may be idealistic at best, unrealistic at worst. However, we are in the age of exponential transformation and think that such a focus will unleash ingenuity,'' Figueres wrote in her article, which was co-authored by a few environmentalists and scientists.
The Paris accord aims to ''significantly reduce the risks and impacts of climate change'' by keeping global warming ''well below'' two degrees Celsius by 2100. Beyond that, many activist scientists say global warming poses a danger to humanity.
World leaders are set to meet at the G20 summit in July, and Figueres wants them to ''highlight the importance of the 2020 climate turning point for greenhouse-gas emissions'' by imposing more policies to reduce greenhouse gas emissions and putting up more money for climate programs.
Figueres isn't the first to propose a costly plan to limit future global warming. A group associated with former Vice President Al Gore issued a report in April calling for $15 trillion to be spent on green energy and other programs to limit global warming.
The Gore-affiliated Energy Transitions Commission's (ETC) called for ''investment in renewables and other low-carbon technologies some $6 trillion higher ($300 billion per year); while the largest required increases '' of almost $9 trillion ($450 billion per year) '' will be in more efficient energy saving equipment and buildings.''
A recent Bloomberg New Energy Finance report estimated $12.7 trillion was needed to keep projected global warming below 2 degrees Celsius by the end of the century.
The report estimated $7.4 trillion will be invested in new green energy capacity by 2040, adding a ''further $5.3 trillion investment in 3.9 [terawatts] of zero-carbon capacity would be consistent with keeping the planet on a 2-degrees-C trajectory.''
Figueres calls for about $1.3 trillion a year to fight global warming by 2020. So the actual cost of her plan is likely on par or higher than those suggested outlined by the Gore group and Bloomberg.
''[P]lans to fully decarbonize buildings and infrastructures by 2050, with funding of $300 billion annually,'' she wrote, adding the ''financial sector has rethought how it deploys capital and is mobilizing at least $1 trillion a year for climate action.''
That includes issuing ''green bonds'' to finance climate programs.
The world would need to get 30 percent of its electricity from green sources, electric vehicles would need to be 15 percent of the global vehicle fleet and reduce deforestation, wrote Figueres and company.

Major correction to satellite data shows 140% faster warming since 1998
Fri, 30 Jun 2017 12:04
A new paper published in the Journal of Climate reveals that the lower part of the Earth's atmosphere has warmed much faster since 1979 than scientists relying on satellite data had previously thought.
Researchers from Remote Sensing Systems (RSS), based in California, have released a substantially revised version of their lower tropospheric temperature record.
After correcting for problems caused by the decaying orbit of satellites, as well as other factors, they have produced a new record showing 36% faster warming since 1979 and nearly 140% faster (e.g. 2.4 times faster) warming since 1998. This is in comparison to the previous version 3 of the lower tropospheric temperature (TLT) data published in 2009 .
Climate sceptics have long claimed that satellite data shows global warming to be less pronounced that observational data collected on the Earth's surface. This new correction to the RSS data substantially undermines that argument. The new data actually shows more warming than has been observed on the surface, though still slightly less than predicted in most climate models.
Produced by Carbon Brief using data from RSS.
Both the old record, version 3 in grey, and new record, version 4 in red, are shown in the figure above, along with the difference between the two, in black. The trends since 1998 for both are shown by dashed lines.
Most of the difference between the old and new record occurs after the year 2000. While the old record showed relatively little warming during the oft-debated post-1998 ''hiatus'' period , the new record shows warming continuing unabated through to present. Similarly, while the old RSS v3 record showed 2016 only barely edging out 1998 as the warmest year in the satellite record, the new v4 record shows 2016 as exceeding 1998 by a large margin.
Produced by Carbon Brief using data from RSS and NASA.
The figure above shows a comparison between the new RSS record and the global surface temperature record produced by NASA. RSS v4 shows about 5% more warming than the NASA record since 1979, when satellite observations began.
Challenge of satellite-based temperaturesSatellites have been used to measure the temperature of the Earth's atmosphere since the late 1970s. While the first global temperature records from satellites were assembled in the early 1990s , they have gone through multiple major revisions over the years, as researchers discovered and corrected various issues in the dataset caused by changing satellites, instrument types and flyover times.
A total of 15 different satellites have been used to measure atmospheric temperatures since 1979, with around two satellites actively measuring at any given time. Two different groups, Remote Sensing Systems (RSS) and the University of Alabama Huntsville (UAH) produce global TLT records that are widely used, with RSS originally developing their record in response to issues they identified in the UAH group's work.
As these satellites circle the Earth, their orbits slowly decay over time due to drag from the upper atmosphere. While the satellites are designed to fly over the same spot on the Earth at the same time every day '' a precondition to accurately estimating changes in temperatures over time '' this orbital decay causes their flyover time to change. The figure below shows the local time that each different satellite flies over the equator and how they have changed over the lifetime of the satellite.
Some satellites have fairly large orbital drifts, going from measuring temperatures at 2pm to 6pm or 8pm. Since the temperature changes since 1979 are on the order of 0.6C or so, it is relatively easy for bias, due to changing observation times, to swamp the underlying climate signal.
Changes in the new RSS recordThe new RSS v4 TLT record makes a number of changes to the time of observation correction, as well as corrections for the change in instruments that measure temperature from microwave sounding units (MSU) to advanced microwave sounding units (AMSU) sensors, which occurred around the year 2000.
To account for changes in observation times, the RSS group used a number of different approaches and models to try and estimate what the temperature would have been if the measurement time remained constant. This involves a combination of satellite observations (when different satellites captured temperatures in both morning and evening), the use of climate models to estimate how temperatures change in the atmosphere over the course of the day, and using reanalysis data that incorporates readings from surface observations, weather balloons and other instruments.
Depending on the time of the observation correction approach chosen, the resulting temperature trends between 1979 and 2016 ranged from as low as 0.13C per decade to as high as 0.22C per decade. The RSS group ultimately decided that the most reasonable set of parameters give a temperature trend of 0.17C.
The RSS group also used the presence of multiple satellites in recent years to test for ''odd man out'' behaviours, when three or more satellites are available and one differs substantially from the others. They decided not to use NOAA-18 used prior to 2009 because of this. AQUA was also not used after 2009, and NOAA-15 was excluded after 2011. This choice increased the 1979-2016 temperature trend by around 7% compared to leaving in satellites whose readings were identified as anomalous.
Finally, the RSS group found differences between MSU and AMSU sensor readings caused by spurious calibration drift in either NOAA-14 or NOAA-15 satellites. They tested using only MSU data or only AMSU data during the period of overlap, but decided that it was best to combine the two. Using only MSU data during the 1999-2003 overlap period would have resulted in 4% more warming, while using only AMSU data would have resulted in 6% less warming.
In an interview with Carbon Brief, Dr Carl Mears, a co-author of the paper and senior research scientist at RSS, explained the main changes between the v3 and v4 TLT products:
In version 3 we overcorrected for the diurnal cycle in NOAA-15. NOAA-15 starts at 7:30pm and drifts to 4:30pm, so it has artificial warming, and what we took out was too big. Other big differences are removing AQUA and NOAA-15, which appeared to have an evolving bias based on comparisons to other satellites, especially over oceans where we don't expect diurnal cycle problems to be big.
Comparisons to other satellite recordsLarge differences remain between groups estimating lower tropospheric temperatures from the same underlying MSU satellite data. If anything, they have diverged more in recent years. RSS shows considerably more warming in the change from version 3 to the new version 4, while UAH shows much less warming in their version 6 released last year than the prior version 5.
Produced by Carbon Brief using data from RSS and UAH.
These divergences suggest that there is still a lot of uncertainty surrounding satellite temperature records that needs to be resolved, as the range of reasonable assumptions for corrections can lead to large differences in results.
While the new RSS v4 record shows about 5% more warming than surface records since 1979, this behavior would to some extent be expected. Climate models on average predict around 18% amplification over the 1979-2016 period, though this value ranges from as low as 6% to as high as 40% in individual climate models . Even with these new corrections, there is evidence that the rate of warming of the troposphere is a bit lower than expected by climate models in recent years.
Surface temperature records, on the other hand, all tend to agree quite closely with each other, despite different groups using different datasets. Unlike the satellite temperature record, where only a few satellites are measuring temperatures at any given point of time, there is a large amount of redundancy in surface temperature observations, with multiple independent sets of data producing consistent results. Therefore, it is not too surprising that corrections to problems with satellite data would move them closer to surface records.
As Mears tells Carbon Brief:
By correctly accounting for the changes in satellite measurement times, the new satellite data are in better agreement with the surface data.
Carbon Brief has contacted Dr John Christy at UAH, but he says he is currently at a conference and unable to comment at present. This article will be updated should he provide any comment.

U.N. Puts a Price on Stopping Climate Change: $1.3 Trillion Per Year | LifeZette
Sat, 01 Jul 2017 04:53
Just when you thought there was no hope left, ''experts'' have taken to the editorial pages of Nature to warn that if the planet crosses the 2.0-degree Celsius (3.6°F) threshold, deadly heat waves will cause rising sea levels '-- leading to mass migrations.
How do they know this will happen? Computer models. Can it be fixed? For the princely sum of $1.3 trillion a year.
Since 1988, climate scientists have been making dark predictions based on computer modeling. Ironically, none of their predictions have been coming true. Sea level rise has remained steady at about 2-3 millimeters per year, with some studies showing an actual decline over the past few years.
The latest commentary, co-written with U.N. chief Christiana Figueres, is based on another catastrophic study with the dubious distinction of having a data endpoint of 2014 (despite satellite records going well into 2017) and using tidal gauges for pre-1980 data.
Essentially, the new study warns of a troubling rise in sea levels and blames a melting Greenland as the culprit despite the land mass showing record ice growth during 2016 and 2017.
Because the study ends with the year 2014, it showed an uptick in sea level rise before returning to normal. They also concluded the "satellite data had exaggerated the rate of sea level rise in the 1990s,'' so they 'corrected' it. Now their study showed a dramatic uptick.
Another comprehensive study published last April by the University of Colorado wrote this about global mean sea level (GMSL):
"Among the major unanswered questions is why GMSL acceleration has not yet been detected in the altimeter record, given the increasing rates of which glacial and ice sheet melt are estimated to have occurred and as greenhouse gas concentrations have risen."
The study's authors add that the "rate of sea level rise over recent years has been less than the long-term average." That means sea level rise has actually been slowing down.
What's more troubling is the degree to which "experts" publish recommendations in a science journal aligned precisely with Obama-era executive orders and actions.
When scientists advocate for public policy, the public doesn't trust them. Especially when they're promoting liberal, progressive policies that aren't in keeping with our capitalist society.
Figueres said the "world has a long way to go in transitioning off of fossil fuels." In favor of unreliable and unstable wind farms and solar energy, she means. Those two sources of energy can't generate enough heat to build these giant metal turbines.
They recommend policy positions for the public, private, and government sectors. Figueres wants the U.N. in every piece of the global warming pie. And she's come up with a price tag: $1.3 trillion a year. Simple math explains the global warming scheme and why Mr. Trump formally withdrew from the global Paris agreement.
The authors said, "leaders are set to gather at the G20 summit in Hamburg, Germany, on July 7-8 to highlight 2020 as a make-or-break point for taking action."
If we had stayed in the climate accord, environmentalists and overseas entities could sue the U.S. government if they believed Mr. Trump wasn't making enough progress.
CO2 levels have been rising for decades, but global emissions from man-made sources have leveled off in the past two years. That's about the time then-candidate Donald Trump entered the election and touted the benefits of natural gas and clean coal.
As president, he has been keeping his campaign promises on fracking, natural gas, and coal, and handing out more leases to explore for energy on federal lands.
They tell us global warming dogma shouldn't be questioned. To alarmists, it's like asking whether the Earth revolves around the Sun. If people start to think man-made global warming is still theoretical, not catastrophic, and up for debate, the scheme crumbles.
And that is something Figueres doesn't want you to hear.

'Hookers for Health Care' speak out against Senate bill
Fri, 30 Jun 2017 12:34
Licensed prostitutes in Nevada, working in legal brothels, are organizing against legislation they say will devastate them, other prostitutes across the nation and their families.
With Obamacare (Affordable Care Act), now under threat of being repealed and replaced, "thousands of prostitutes nationwide were, for the first time, able to obtain affordable health care insurance for themselves and their families," said a press release issued Thursday.
So, dubbing itself "Hookers for Health Care," this group plans to go "on a political offensive ... lobbying politicians, protesting in the streets, and waging battle on social media to stop the Republican effort."
At the helm is Alice Little, 27, who works near Carson City at Dennis Hof's Sagebrush Ranch brothel. She thinks about the cuts being proposed, the slashes to coverage for things like pregnancies and eating disorders and is outraged by the toll it will take on women.
"When I look at the folks that are making decisions, the majority of them are male voices," she said by phone. "They have no idea how they're affecting women's lives."
About a hundred women working in Hof's seven brothels have already signed up to be involved with this new movement. Little says several dozen women and counting have already agreed to sign onto a petition she's drafting and that many are waiting to have their perspecitves recorded for social media purposes.
"These ladies are often stereotyped and I want to bring some humanity to their stories," said Little, whose mother is a cancer survivor. "We are people. We have families. We have the same health concerns as other Americans."
As independent contractors, she said, prostitutes are "at the mercy of the health care marketplace to obtain our own insurance" and are often reliant on Medicaid.
"I have been fortunate to amass a strong clientele and establish myself as a financially successful businesswoman within Nevada's legal brothel industry, but that can take time," Little said in the release. In fact, she's so successful Hof says she made about $500,000 last year.
But even with her success, Little knows plenty of women need a break.
"A young woman entering our business, who in some cases may also be a single mother with limited financial means, will also need time," Little said. "Expanded access to Medicaid for her or her child may be the only way that she is able to know that they will be protected in case of medical misfortune."
It's not just the prostitutes and their families that stand to lose if this new bill passes, Little adds. Consider the housekeepers, bartenders and cashiers who also work hard to be self-sustaining Nevadans. Also, added to the list of those she hopes to protect: brothel clients.
"Under Trumpcare insurers will be able to charge older consumers five times more than young consumers," she said. "People over the age of 65 make up a very large percentage of Nevada brothel clients. If these clients are forced to pay unfairly augmented health care costs, they will not have money on hand to spend on the things that make life worth living in the first place -- like sex."
Her advocacy, however, is not mirrored by her employer. Hof describes himself as fiscally conservative, "but don't bother me about abortion, who's having sex with who and weed; it's a personal choice."
He is a Trump supporter, though, who'd love to see Obamacare get tossed out.
See the latest news and share your comments with CNN Health on Facebook and Twitter.
"I believe in people taking responsibility for their own lives, and not asking for these kind of government handouts," he said. "You start giving these working girls free or discounted health care coverage, then what comes next? ... This is definitely not a road we want to go down."
But even while Hof disagrees with the politics of "Hookers for Health Care," he supports the involvement of women who work for him. He says there are 540 prostitutes affiliated with his brothels, and "These aren't your daddy's old hookers."
By that he says he means, "These aren't street walkers. They're professional working girls that work in a legal environment."
In fact, he says half of them have college educations, 20% have master's degrees, a few have doctorate degrees and one, an Ivy League educated professor, picks up hours to help pay off her huge student loans.
"I love that they're involved," he said. "These girls are smart, they will be running our country, and they vote."

Google hires former Intel exec as its new VP of diversity
Fri, 30 Jun 2017 12:02
Mountain View at least knows it has a lot more work to do, and that may be the reason it hired Danielle Brown as its new VP of Diversity. Brown used to be Intel's VP and Chief Diversity & Inclusion Officer and will manage Google's diversity and inclusion strategy. Intel isn't exactly more diverse than the big G -- according to its 2016 report, women only make up 25.8 percent of its population and Black employees are very few (3.73 percent of population). However, Brown will provide fresh eyes, which might be what Google needs to achieve bigger results.
To highlight why diversity is necessary, Eileen Naughton, Google's VP of operations, told the story of how Pixel's creative lead was inspired by Mexico City to design the "Really Blue" edition:
"For all of our communities of color, we're working to make sure our culture is rewarding and welcoming through events, town halls, employee resource groups, and ensuring fairness in the promotion process. We know this is critical to making it safe for everyone to bring their best and most innovative ideas to the table. For example, the idea for our Really Blue Pixel came from Alberto Villarreal, the phone's creative lead and industrial design manager, who derived the color from the Mexico City of his youth. The phone was released in October and sold out within minutes. Alberto is part of a vibrant community of Hispanic Googlers, whose contributions are essential to our ability to reflect the world around us, especially here at our California HQ."
Google is still mostly white and male - Recode
Fri, 30 Jun 2017 12:10
Latinos are better represented at Google compared with a year ago, according to the company's latest diversity report. And more women hold technical roles.
But not by a lot. Google remains mostly white, Asian, and male, and that hasn't budged much in the last year.
Here's the breakdown of how things changed in 2016.
Latinos saw an increase to 4 percent in 2016 from 3 percent of employees in 2015.Black Googlers and women remain flat at 2 percent and 31 percent of company employees respectively. All three groups are even less represented in technical roles, however the percentage of women in technical roles increased to 20 percent from 19 percent.Women also made a small gain in leadership, increasing their presence to 25 percent of leadership roles from 24 percent. The percentage of Asian employees increased more than any other group, to 35 percent from 32 percent of employees. The percentage of Googlers who are white decreased to 56 percent from 59 percent. However, Asians are underrepresented in leadership at Google. In 2016, only 27 percent of Asians held leadership roles, but that's two percent more than in 2015. Whites were disproportionately represented at 68 percent.
Correction: This story has been corrected to reflect that women hold 20 percent of technical roles at Google, not 30 percent.
'The Carmichael Show' Canceled After 3 Seasons At NBC After Star Leaks News '' Deadline
Sat, 01 Jul 2017 03:02
UPDATED with cancellation confirmation:NBC's The Carmichael Show won't be returning for a fourth season. The network and studio announced the news shortly after creator and star Jerrod Carmichael revealed he was exiting the series as cast options were set to expire at the end of today.
The Carmichael Show, from 20th TV, which is the leading studio, and Universal TV, scored a dramatic eleventh-hour renewal last year, with a deal coming after NBC had announced its fall schedule and its executives had faced questions about the show's uncertain future in light of its acclaim.
Carmichael released a statement to Deadline today through his publicist.
''For three seasons (okay 2.5), I got to make a show that I love with my friends,'' he said. ''It's something I've wanted to do since I was 13. Now, I'm excited to go make other things that I love. Thank you to every person who worked on or watched The Carmichael Show.''
Just like last May, we heard renewal negotiation between NBC and 20th TV had been difficult, with the two sides far apart and talks going slowly. With no clear indications from the network one way or the other, I hear 20th TV quietly sent out feelers to other networks to gauge potential interest in case NBC opted to cancel the show.
''The Carmichael Show was such a wonderful show that we choose to focus today not on its loss but on the three incredible seasons we had the pleasure to produce,'' said 20th Century Fox TV Presidents Jonnie Davis and Howard Kurtzman today in a statement. ''We are thankful to the brilliant Jerrod Carmichael and his talented cast, and to showrunner Danielle Sanchez-Witzell, our fantastic writers and devoted production team. It's a rarity that a comedy series tackles the social and political issues of the day in such a clever and hilariously funny way. This show was special, and we will miss it.''
Said NBC Entertainment Chairman Bob Greenblatt and President Jennifer Salke: ''We are enormously proud of The Carmichael Show and Jerrod's talent and vision to do a classic family sitcom that also taps into issues and relevant stories from the real world. We thank and salute the cast, crew, and producers '-- and especially Jerrod '-- for three critically acclaimed seasons.''
Season 3 of The Carmichael Show '-- a rare critically praised multi-camera sitcom '-- was produced for this midseason but was held until May 31. There had been concerns the delay would chip away at the show's timeliness, which had been part of its DNA as the show had regularly taken on hot-button subjects like police violence.
NBC
But Season 3 has proven very timely '-- two weeks ago NBC postponed at the last minute an episode that deals with a mass shooting as it fell on a day of two real-life mass shootings in the U.S. '-- including the one at a congressional GOP baseball practice. The network's decision was publicly criticized by Carmichael who called it ''criminal.'' That episode aired last night.
Last week, The Carmichael Show tackled the N-word and whether white people can say it on the heels of the controversy surrounding comedian Bill Maher's use of the word on his HBO show.
Ratings-wise, The Carmichael Show has been relatively stable. Airing on Wednesdays behind Little Big Shots and its offshoot Little Big Shots: Forever Young, the comedy's adults 18-49 ratings have stayed within the 0.7-0.9 in Live+Same Day.
New York City surgeon reports surge in 'nipple tucks' | Daily Mail Online
Sat, 01 Jul 2017 11:05
These days, anything can be nipped and tucked.
The cosmetic surgery industry is booming, with soaring rates of women (and men) going under the knife to adjust their appearance.
But now, even a simple boob job is small fry.
One surgeon based in New York City says he has seen a huge surge in the number of women asking for nipple operations.
In just six months, Dr Norman Rowe's weekly number of nipple patients has more than quadrupled, from about four a week to around 18.
'Nothing is above cosmetic surgery now,' Dr Rowe, a board-certified plastic surgeon with the American Board of Plastic Surgery, told Daily Mail Online.
'People are looking at every detail. It's not enough now to get a breast augmentation or rhinoplasty - women want to fine-tune every element. And these days, that's possible.
In pursuit of perfect nipples? Dr Norman Rowe has seen a surge in demand for nipple tucks. He believes the trend for see-through tops is driving it. Pictured: Bella Hadid in Dior in January
Kendall Jenner sparked a flurry of headlines when she stepped out in this black top (left) last year, showcasing her nipple piercing for the first time. She is still a fan of the sheer trend, wearing this maroon outfit recently (right)
Rihanna went free in a sheer red top in the Wild Thoughts music video with DJ Khaled
'This trend has really come about in the last six months - a year tops. I guess it might have something to do with summer coming around.'
Dr Rowe, who runs Rowe Plastic Surgery in Manhattan's Upper East Side, said he believes the trend is driven by the fashion of wearing sheer tops or thin materials without a bra, leaving the nipples on show.
'You see a lot of celebrities now wearing see-through dresses,' he said.
'My patients come in with pictures from magazines of nipples that they want; they want to wear see-through dresses too, and that makes them take a closer look at their nipples.'
The sheer-shirt trend, he believes, has triggered women to ask him for lighter nipples, smaller areolas (the outer circle part of the nipple), and more symmetry.
Some of his other patients ask for more protruding nipples that will bulge out when they go bra-less under a thin shirt, or when they are wearing a bikini.
'For want of a better word, they want headlights,' Dr Rowe says sheepishly.
'I've had a number of women tell me that, when they're wearing a bathing suit, they want their nipples to be more prominent.'
The trend also comes since the rise of the Free The Nipple campaign.
So what procedures does Dr Rowe perform? Here he explains...
INNIE TO OUTIE
About 20 percent of women are born with an innie nipple - i.e.: a nipple that lies flat or slopes inwards.
To reverse this, Dr Rowe performs a procedure called 'distraction'.
He pulls the nipple out, then pierces it and inserts a medical nipple ring. The patient keeps the nipple ring in for about three months, forcing the scar tissue to stretch.
By the time the ring is taken out, the nipple is fixed in that position, he says.
These are images of one of Dr Rowe's patients who got an innie-outie procedure
This was another of Dr Rowe's patients, one of the 20 percent of women born with an innie
SYMMETRY
The vast majority of women - around 75 percent or more - have asymmetrical nipples.
However, the past year has seen the rise of celebrities wearing sheer shirts, displaying perfectly symmetrical nipples.
'Symmetry is probably the biggest thing when it comes to designer nipples. Most of my patients are asking for symmetry,' Dr Rowe said.
While all of Dr Rowe's work is minimally-invasive, this is probably the most invasive of all nipple procedures.
It involves surgically tucking some of the skin on the breast to readjust the position of the areola and the nipple.
In most cases he will only be operating on one nipple to centralize it and balance it out with the other.
Everyone from Bella Thorne to Sienna Miller is taking part in the lingerie-style sheer trend
COLOR
'This is a very common request among women after giving birth,' Dr Rowe explained.
'A lot of women want their nipples lightened post-partum. It's very simple, we use a laser or a cream. If they want it darker we can do medical tattooing.'
SIZE
The average diameter of an areola for women in North America is 42mm, but it is very common for women to have much larger areolas or one that is larger than the other.
Nipples come in all sizes, from completely flat to protruding just under two inches.
Dr Rowe said the most common areola operation is a reduction, and the most common nipple operation is an enlargement.
MAKE AREOLA OR NIPPLE SMALLER
Under local anesthetic, Dr Rowe makes an incision on the perimeter of the areola or on the top of the nipple itself. He then removes some tissue and stitches it up. The scars should fade within months.
MAKE AREOLA OR NIPPLE BIGGER
This is one of the most simple procedures Dr Rowe performs, simply injecting some filler into the areola or nipple, which can last from nine months to two years.
'Projection is the other main request I get from patients - symmetry and projection,' Dr Rowe says. 'Right now there's a real trend of women wanting their nipples to show and project.'
Many patients have asked Dr Rowe for more protruding nipples that will bulge out when they go bra-less under a thin shirt, or when they are wearing a bikini. Pictured: Ireland Baldwin, a leading figure in the Free The Nipple campaign

UK Royal Mint Launches Blockchain-Based Digital Gold Product - Crypto Insider - Bitcoin and Blockchain News
Sun, 02 Jul 2017 14:35
In November The Royal Mint, a 1,000-year-old institution owned by UK Treasury, and derivatives marketplace CME Group, announced a collaboration to build and launch a digital gold offering called Royal Mint Gold (RMG). Now, the first implementation steps have been announced.
The current plan is to launch the product backed by up to $US1 billion in gold bullion. CME Group is responsible for developing and operating the RMG digital platform, which is expected to provide a fast, cost-effective and cryptographically secure method of buying, holding and trading spot gold.
''An RMG is a digital representation of real gold sitting in the Royal Mint vaults,'' said Sandra Ro, head of digitization at CME Group. ''When you purchase RMGs you will effectively have real gold that is allocated from a direct ownership standpoint that is completely reserved '' there is no re-hypothecation, there is no lending on that gold, there will be enough physical gold to represent all the RMGs that are issued.''
According to Ro, the new blockchain-based product is an entire trading eco-system for gold, providing speed, security as well as transparency of direct ownership. ''This is the first digital gold product that is institutionally targeted '' and the first to work with a government entity '' to be currently in a live testing state,'' Ro added.
The Royal Mint and CME Group have selected BitGo to help design and build the blockchain for RMG, including a first multi-signature wallet platform for RMG.
''RMG represents a major milestone for digital assets,'' said Mike Belshe, Co-Founder & CEO of BitGo. ''For the first time in history, a government owned treasury, top-tier financial institutions, and technology companies have come together to innovate in a major market. Gold has never before been transparently tradable around the globe. As collaboration between blockchain solution providers and mainstream financial institutions accelerates, vast new economic opportunities will be unlocked across a range of markets.''
The open source blockchain component developed by BitGo for RMG, dubbed ''Prova'' (Italian for ''Proof'') is now in alpha-testing and available for review by developers, cryptographers, and security researchers. The digital trading platform for RMG is based on technology from AlphaPoint.
''This trading platform will provide a high performance and secure venue to buy and sell RMGs,'' said Igor Telyatnikov, President & COO of AlphaPoint, adding that blockchain technology will provide participants with a permanent immutable record of ownership and chain of ownership and custody.
The BitGo blockchain is designed for the security and digitization of a single asset: .9999 fine gold held in 100 prrcent reserve by The Royal Mint.
''Distributed ledger technology is a game changer and supplying gold on a blockchain has been something The Royal Mint has wanted to develop for some time,'' said Vin Wijeratne, CFO of The Royal Mint. ''Developing a trading platform with CME Group will satisfy customer demands for faster, cost effective and secure ways to buy, hold and sell gold and complement our existing products. This landmark partnership allows us to combine the world's leading mint, the best commodities futures trading platform globally and best in class technology.''

Democrats lay foundation to remove Trump on mental grounds

25th Amendment to the U.S. Constitution allows Congress to set up a medical commission that could determine if a president is fit for officeThe president's cabinet is also allowed to serve that purpose, but Congress has never established its own group to participateEither panel would require the vice president to agree before Congress could vote to remove the presidentA Maryland Democratic congressman is trying to set up a commission to target President Trump, tweeting: 'Trump's mental incapacity is no laughing matter'Plan has only attracted Democratic cosponsors so farSenate that passed 25th Amendment agreed 'inability' meant a 'mental debility' rendering a president 'unable or unwilling to make any rational decision'A Democratic congressman has proposed convening a special committee of psychiatrists and other doctors whose job would be to determine if President Donald Trump is fit to serve in the Oval Office.
Maryland Rep. Jamie Raskin, who also teaches constitutional law at American University, has predictably failed to attract any Republicans to his banner.
But the U.S. Constitution's 25th Amendment does allow for a majority of the president's cabinet, or 'such other body as Congress may by law provide,' to decide if an Oval Office occupant is unable to carry out his duties '' and then to put it to a full congressional vote.
Vice President Mike Pence would also have to agree, which could slow down the process '' or speed it up if he wanted the levers of power for himself.
The 25th Amendment has been around since shortly after the John F. Kennedy assassination, but Congress has never formed its own committee in case it's needed to judge a president's mental health.
Maryland Democratic Rep. Jamie Raskin has a plan that would allow Congress to name a commission with the power to determine if President Donald Trump is too mentally ill to hold office Trump, shown leaving Washington on Friday with first lady Melania and their son Barron, could be removed from office at the end of a long process '' but only if he were unable to make or communicate his decisions to Congress and his cabinetRaskin's bill would allow the four Republican and Democratic leaders of the House and Senate to each choose a psychiatrist and another doctor. Then each party would add a former statesman '' like a retired president or vice president.
The final group of 10 would meet and choose an 11th member, who would become the committee's chairman.
Once the group is officially seated, the House and Senate could direct it through a joint resolution to conduct an actual examination of the president 'to determine whether the president is incapacitated, either mentally or physically,' according to the Raskin bill.
And if the president refuses to participate, the bill dictates, that 'shall be taken into consideration by the commission in reaching a conclusion.'
Under the 25th Amendment, such a committee '' or the president's cabinet '' can notify Congress in writing that a sitting president is unfit. In either case the vice president must concur, and he would immediately become 'acting president.'
Presidents have voluntarily transferred their powers to vice presidents in the past, including when they are put under anesthesia for medical procedures.
Raskin, a constitutional law professor as well as a legislator, has mad no bones about the fact that his House bill is an attack on Trump specificallyIn the case of Raskin's plan, the Constitution holds that both houses of Congress would hold a vote within three weeks.
If two-thirds majorities in the House and Senate agreed that the president couldn't discharge his duties, he would be dismissed.
Raskin's plan could have a fatal flaw, however: Legal scholars tend to agree that when the Constitution's framers first provided for the replacement of a president with an 'inability to discharge the Powers and Duties of the Office,' they weren't talking about mere eccentricities.
And when the 25th Amendment was sent to the states for ratification in 1965, the Senate agreed that 'inability' meant that a president was 'unable to make or communicate his decisions' and suffered from a 'mental debility' rendering him 'unable or unwilling to make any rational decision.'
So far two dozen members of the House, all Democrats, have signed on to cosponsor the bill.
Texas Rep. Sheila Jackson Lee, a far-left liberal Democrat, claimed Friday in a Fox Business Channel interview that Congress can remove 'incompetent' presidents.
'The 25th Amendment is utilized when a president is perceived to be incompetent or unable to do his or her job,' she said.
According to the 25th Amendment, whether it's the cabinet or a congressional commission that might decide Trump is unfit to serve, Vice President Mike Pence must agree or the process stops dead in its tracksRaskin has made no bones about the fact that his intentions are specific to President Trump.
'Trump's mental incapacity is no laughing matter,' he tweeted last month. '#25thAmendment gives us a way to deal with this problem.'
Raskin summed up his reasoning for Yahoo News on Friday: 'In case of emergency, break glass.'
'I assume every human being is allowed one or two errant and seemingly deranged tweets,' he said.
'The question is whether you have a sustained pattern of behavior that indicates something is seriously wrong.'
Also on Friday, MSNBC co-hosts Joe Scarborough and Mika Brzezinski authored an op-ed in The Washington Post whose headline argued 'Donald Trump is not well.'
The pair were responding to a widely criticized tweet in which Trump complained about their behavoior around the New Year and alleged that Brzezinski was bleeding from a bad facelift.
During a press conference on Thursday, Raskin called Trump a 'barbarian' and said: 'Something is deeply wrong at the White House.'

Dutch police release statistics on asylum seeker crime | World | News | Express.co.uk

Dutch police have revealed shocking statistics on asylum seeker crime following a FOI by a newspaper The biggest Dutch daily, De Telegraaf, tried to obtain criminality rates among asylum seekers through a FOI request.
The National Dutch Police denied they kept numbers on asylum seeker and migrant crime.
Yet according to De Telegraaf, Amsterdam police collects data on the request of the mayor and a "Migration and Foreigners crime" taskforce employs analysts to discover if migrants are more likely to commit crimes.
Related articles Pensioner, 92, dragged along road by violent robber Albanian drug dealers' 'high influence' on cocaine supply to UK The police later retracted their initial statement to De Telegraaf saying the numbers did exist although they were unable to release them due to "the importance of current investigations".
Now after a long tussle the Dutch daily has finally managed to obtain the data.
According to the data, 663 migrants were arrested in the first nine months of 2016 for theft.
Another 302 were arrested for "crimes against personal integrity" such as GBH, sexual offences and other forms of violence.
By far the biggest share of criminal asylum seekers come from Albania, Georgia, Morocco and Algeria, which are all deemed safe countries meaning that the bulk of migrants have almost no chance of a positive asylum decision.
De Telegraaf reported that more recent data suggests a shift in migrants from Eastern European towards North African countries.
In total, two thirds of all suspected asylum seekers come from safe countries.According to Dutch police, criminal migrants are travelling through Europe and target asylum centres with the best facilities and chances of remaining.
When they are faced with deportation, they take their leave and travel to the next European country, De Telegraaf reported.

Volvo admits its self-driving cars are confused by kangaroos | Technology | The Guardian
Sat, 01 Jul 2017 05:11
Kangaroos are responsible for about 90% of collisions between vehicles and animals in Australia '' although most are not serious. Photograph: Paul Kane/Getty Images
Volvo's self-driving car is unable to detect kangaroos because hopping confounds its systems, the Swedish carmaker says.
The company's ''Large Animal Detection system'' can identify and avoid deer, elk and caribou, but early testing in Australia shows it cannot adjust to the kangaroo's unique method of movement.
The managing director of Volvo Australia, Kevin McCann, said the discovery was part of the development and testing of driverless technology, and wouldn't pose problems by the time Volvo's driverless cars would be available in 2020.
Related: The road ahead: self-driving cars on the brink of a revolution in California
''Any company that would be working on the autonomous car concept would be having to do the same developmental work,'' he said. ''We brought our engineers into Australia to begin the exercise of gathering the data of how the animals can move and behave so the computers can understand it more.''
Earlier this month, Volvo's Australian technical manager, David Pickett, told the ABC the troubles had arisen because their cars' object detection systems used the ground as a reference point.
This meant a kangaroo's hopping was making it difficult to judge how close they were.
''When it's in the air, it actually looks like it's further away, then it lands and it looks closer,'' he said.
McCann added: ''Autonomous cars are a continuing development. A driverless car does not yet exist, and developing technology to recognise kangaroos is part of that development.
Volvo's Trent Victor runs through some of the features of the self-driving XC90 during a trial in Adelaide. Photograph: Rick Goodman/AAP''We are developing a car that can recognise kangaroos,'' he said.
Volvo's detection system was designed in Sweden, where it was tested in areas populated with moose, before trials at a nature reserve in Canberra revealed the problem with kangaroos.
Kangaroos cause more accidents than any other animal in Australia '' the marsupials are responsible for about 90% of collisions between vehicles and animals '' although most are not serious.
A spokeswoman for Robert Bosch Australia, which develops component technology for driverless cars, said their system could theoretically recognise kangaroos.
''Although it hasn't been tested in a kangaroo-specific environment, there was an instance where black swans were interfering, and so they had to build into the car the ability to recognise animals,'' Amy Kaa said.
Volvo plans to release its first autonomous cars by 2020 and has pledged zero fatalities or serious injuries from all its cars by that time.
''The whole development process has to take in as many variations of conditions as possible,'' McCann said. ''It's a fairly drawn-out process. We don't even refer to it specifically as kangaroo detection, it's what we call small animal detection.''
The carmaker offers now semi-autonomous features in its S90 and XC90 models, which it says give ''a taste of the future of autonomous driving''.
The cars can automatically maintain a safe distance from the vehicle in front, and spot potential collisions in urban environments. McCann said a feature called ''run-off road assist'' would keep passengers safe in near-collisions.

VIDEO - John Podesta and Maria Bartiromo Epic Fight Over Russia Ties: 'Get Your Facts Straight!' | Mediaite
Fri, 30 Jun 2017 04:06
John Podesta is not just the former chairman of the Hillary Clinton's presidential campaign, but also a central figure in the ongoing narrative of Russian meddling in the US election of 2016. His hacked emails were at the heart of what some have called a coordinated news campaign led by Wikileaks, and so he met with the House Intelligence panel yesterday behind closed doors.
This morning he appeared on Fox Business to discuss the Russian interference, allegations of collusion with Trump campaign and more with host Maria Bartiromo in what became a testy debate that perfectly exemplifies the divided positions that so many Americans hold right now.
Bartiromo, a long-time New York financial news figure has had something of a close relationship with Donald Trump for years, so it's not a surprise that she consistently showed skepticism over the Russia claims in a defensive posture. And there may be no other individual (without the Clinton surname) that best embodies the Clinton's web of influence '-- for good and bad '-- than Mr. Podesta.
Bartiromo aggressively attacked Podesta and Democrats for what she said were deeper ties with Russia, specifically asking about Podesta's investment portfolio.
''Get your facts straight,'' the former Clinton campaign chair shot back, before dismissing the FBN hosts claims as coming from a dubious source ''like InfoWars.''
It went downhill from there.
Podesta gave as good has he got, successfully pivoting to a specific charge that Trump has appeared to follow the foreign policies of Vladimir Putin in a manner that one doesn't typically see on a Fox News/Business channel.
It was a fascinating and fiery debate that will likely serve to reaffirm pre-existing political opinions for viewers going in. If you believe Podesta is full of beans, you will see that here. If you believe that Bartiromo is a shill for the Trump administration, there's that too!

VIDEO - Weekend snap-freeze: Cold spell slashes temperature records across Australia
Sun, 02 Jul 2017 14:51
Temperature records have fallen as many Australians woke to freezing weather this morning.
Snow, hail and rain has fallen across parts of Victoria, South Australia and Tasmania, as a band of cloud followed by a pocket of cold, dry air crosses the Tasman Sea.
As forecast, Sydneysiders shivered through the city's coldest pair of mornings since 2008, with minimum temperatures plummeting to 5.4 degrees today and 5.8 degrees yesterday.
Goulbourn, the coldest city in New South Wale's south-west, reached -10.4 degrees today, a Weatherzone spokeswoman told 9news.com.au.
Yarra Valley frost this morning. (Henk Wolthuizen)The negative temperature was 12 degrees below Goulburn's long-term morning average of 1.6 degrees.
Canberra also experienced its coldest pair of weekend mornings in two decades.
Temperatures in the capital plummeted to -8.2 degrees today, following a biting reading of -8.7 degrees yesterday.
It was the city's coldest pair of mornings since in 1971.
The last time Canberra experienced a weekend with mornings this cold, John Howard was in his first term as Prime Minister, Stuart Diver had just been rescued from a landslide at Thredbo and the film The Castle had just been released, Weatherzone meteorologist Ben Domensino said.
Minimum temperatures will climb closer to the July average of zero degrees from tomorrow, as cloud and wind increase over the ACT early next week.
In Melbourne, city temperatures dipped to 1 degree today, on par with yesterday morning.
Biting record temperatures hit other parts of Victoria, with Mildura dropping to -2.1 degrees today, making it the coldest July morning since July 6, 2012.
Shepparton shivered through its coldest morning since July 7, 2012, plummeting to -3.9 degrees.
Tasmania had another cold start today, with temperatures dropping to 1 degree in Hobart , -6 degrees at Butler's Gorge and -1 degree in Launceston.
Frost and ice is expected across much of Tasmania.
The snap-freeze is on the move, with a shift in weather patterns expected this week.
''We have a low pressure system and a cold front which has come across Western Australia and its coming into South Australia, bringing wind and showers in the south today,'' a Weatherzone spokeswoman said.
''As the low weakens, it is pulling some cold air. By about Monday, we're looking at showers across Victoria and also southern parts of NSW.''
Moving into Tuesday, the low is expected to move across Victoria, and towards the New South Wales Coast.
''Most of the action this week will be throughout southern parts of Australia. A lot of cold air is wrapped up in these lows so hopefully we should see some snow this week,'' she said.

VIDEO - WARNING: Fentanyl resistant to Narcan appears in Georgia | WSB-TV
Sun, 02 Jul 2017 14:46
by:Tom Regan Updated: Jun 28, 2017 - 10:40 AM
FORSYTH COUNTY, Ga. - An alert Tuesday evening about a new synthetic designer drug that is resistant to lifesaving overdose medications.
That means more people are likely to die if they overdose on this new strain of F entanyl which has surfaced in Georgia.
Channel 2's Tom Regan was at Northside Hospital Forsyth where he's told they been overwhelmed by drug overdose involving heroin and Fentanyl.
In one weekend in April, there were four overdoses in the county, two fatal, and Channel 2 Action News is working to learn if they're link to this new drug strain.
The Georgia Bureau of Investigation is sounding the alarm over a new strain of the illicit synthetic opioid. This one is called Acrylfentanyl.
It was detected in a drug seizure submitted by the Forsyth County Sheriff's Office in early spring.
"There are multiple reports showing that this drug is resistant to Naloxone,'' Nelly Miles with the GBI said.
RELATED STORIES:
Naloxone and Narcan are lifesaving antidotes to opioid overdoses, but in many cases, they don't seem to work to reverse the effects of Acrylfentanyl.
In Cook County Illinois, official cite 44 overdose deaths so far this year caused by Arcrylfentanyl.
''So now it's in our state,'' Miles said.
But, it's not just Acrylfentanyl, which is illegal in Georgia. The GBI has tested another Fentanyl chemical also seized in Forsyth County that is so unique it's not yet on list of banned synthetic designer drugs.
''This is Tetra Hydro Fureon Fentanyl,'' Miles said. ''It's a long name. We haven't seen it before and unfortunately it isn't covered under Georgia law yet."
Local residents say more must be done to stop these illegal and deadly drugs from entering the United States and Georgia.
''You hear on the news all the time. A lot of people dying. It's a very sad story,'' resident Sharon Feller said.
Law enforcement officials say online sales of Fentanyl powder are a big factor behind the epidemic.
