Propaganda in the United States is propaganda spread by government and media entities within the United States. Propaganda is information, ideas, or rumors deliberately spread widely to influence opinions. Propaganda is not only in advertising; it is also in radio, newspaper, posters, books, and anything else that might be sent out to the widespread public.

Domestic[edit]World War I[edit]The first large-scale use of propaganda by the U.S. government came during World War I. The government enlisted the help of citizens and children to help promote war bonds and stamps to help stimulate the economy. To keep the prices of war supplies down, the U.S. government produced posters that encouraged people to reduce waste and grow their own vegetables in "victory gardens." The public skepticism that was generated by the heavy-handed tactics of the Committee on Public Information would lead the postwar government to officially abandon the use of propaganda.[1]

World War II[edit]During World War II the U.S. officially had no propaganda, but the Roosevelt government used means to circumvent this official line. One such propaganda tool was the publicly owned but government funded Writers' War Board (WWB). The activities of the WWB were so extensive that it has been called the "greatest propaganda machine in history".[1]Why We Fight is a famous series of US government propaganda films made to justify US involvement in World War II.

In 1944 (lasting until 1948) prominent US policy makers launched a domestic propaganda campaign aimed at convincing the U.S. public to agree to a harsh peace for the German people, for example by removing the common view of the German people and the Nazi party as separate entities.[2] The core in this campaign was the Writers' War Board which was closely associated with the Roosevelt administration.[2]

Another means was the United States Office of War Information that Roosevelt established in June 1942, whose mandate was to promote understanding of the war policies under the director Elmer Davies. It dealt with posters, press, movies, exhibitions, and produced often slanted material conforming to US wartime purposes. Other large and influential non-governmental organizations during the war and immediate post war period were the Society for the Prevention of World War III and the Council on Books in Wartime.

Cold War[edit]During the Cold War, the U.S. government produced vast amounts of propaganda against communism and the Soviet bloc. Much of this propaganda was directed by the Federal Bureau of Investigation under J. Edgar Hoover, who himself wrote the anti-communist tract Masters of Deceit. The FBI's COINTELPRO arm solicited journalists to produce fake news items discrediting communists and affiliated groups, such as H. Bruce Franklin and the Venceremos Organization.

War on Drugs[edit]The National Youth Anti-Drug Media Campaign, originally established by the National Narcotics Leadership Act of 1988,[3][4] but now conducted by the Office of National Drug Control Policy under the Drug-Free Media Campaign Act of 1998,[5] is a domestic propaganda campaign designed to "influence the attitudes of the public and the news media with respect to drug abuse" and for "reducing and preventing drug abuse among young people in the United States".[6][7] The Media Campaign cooperates with the Partnership for a Drug-Free America and other government and non-government organizations.[8]

Iraq War[edit]In early 2002, the U.S. Department of Defense launched an information operation, colloquially referred to as the Pentagon military analyst program.[9] The goal of the operation is "to spread the administrations's talking points on Iraq by briefing ... retired commanders for network and cable television appearances," where they have been presented as independent analysts.[10] On 22 May 2008, after this program was revealed in the New York Times, the House passed an amendment that would make permanent a domestic propaganda ban that until now has been enacted annually in the military authorization bill.[11]

The Shared values initiative was a public relations campaign that was intended to sell a "new" America to Muslims around the world by showing that American Muslims were living happily and freely, without persecution, in post-9/11 America.[12] Funded by the United States Department of State, the campaign created a public relations front group known as Council of American Muslims for Understanding (CAMU). The campaign was divided in phases; the first of which consisted of five mini-documentaries for television, radio, and print with shared values messages for key Muslim countries.[13]

Ad Council[edit]The Ad Council, an American non-profit organization that distributes public service announcements on behalf of various private and federal government agency sponsors, has been labeled as "little more than a domestic propaganda arm of the federal government" given the Ad Council's historically close collaboration with the President of the United States and the federal government.[17]

International[edit]Through several international broadcasting operations, the US disseminates American cultural information, official positions on international affairs, and daily summaries of international news. These operations fall under the International Broadcasting Bureau, the successor of the United States Information Agency, established in 1953. IBB's operations include Voice of America, Radio Liberty, Alhurra and other programs. They broadcast mainly to countries where the United States finds that information about international events is limited, either due to poor infrastructure or government censorship. The Smith-Mundt Act prohibits the Voice of America from disseminating information to US citizens that was produced specifically for a foreign audience.

During the Cold War the US ran covert propaganda campaigns in countries that appeared likely to become Soviet satellites, such as Italy, Afghanistan, and Chile.

Recently The Pentagon announced the creation of a new unit aimed at spreading propaganda about supposedly "inaccurate" stories being spread about the Iraq War. These "inaccuracies" have been blamed on the enemy trying to decrease support for the war. Donald Rumsfeld has been quoted as saying these stories are something that keeps him up at night.[18]

Psychological operations[edit]The US military defines psychological operations, or PSYOP, as:

planned operations to convey selected information and indicators to foreign audiences to influence the emotions, motives, objective reasoning, and ultimately the behavior of foreign governments, organizations, groups, and individuals.[19]

The Smith-Mundt Act, adopted in 1948, explicitly forbids information and psychological operations aimed at the US public.[20][21][22] Nevertheless, the current easy access to news and information from around the globe, makes it difficult to guarantee PSYOP programs do not reach the US public. Or, in the words of Army Col. James A. Treadwell, who commanded the U.S. military psyops unit in Iraq in 2003, in the Washington Post:

There's always going to be a certain amount of bleed-over with the global information environment.[23]

Agence France Presse reported on U.S. propaganda campaigns that:

The Pentagon acknowledged in a newly declassified document that the US public is increasingly exposed to propaganda disseminated overseas in psychological operations.[24]

Former US Defense Secretary Donald Rumsfeld approved the document referred to, which is titled "Information Operations Roadmap." [22][24] The document acknowledges the Smith-Mundt Act, but fails to offer any way of limiting the effect PSYOP programs have on domestic audiences.[20][21][25]

Several incidents in 2003 were documented by Sam Gardiner, a retired Air Force colonel, which he saw as information-warfare campaigns that were intended for "foreign populations and the American public." Truth from These Podia,[26] as the treatise was called, reported that the way the Iraq war was fought resembled a political campaign, stressing the message instead of the truth.[22]

CHARLESTON, S.C. '-- He's white, slightly built and in his early 20s '-- and police say he walked into a Charleston, South Carolina, church and fatally shot nine people as they attended Bible study class.

Dylann Storm Roof, 21, is now at the center of a major manhunt, according to the The Post and Courier.

Police released a flier Thursday morning with details of the suspect in the attack on the historic African-American church as they appealed for help to track him down as quickly as possible.

According to reports, Roof is currently out on bond in connection with multiple recent arrests on drug and trespassing charges.

''The following subject is wanted for the shooting that occured in Charleston at the Emanuel AME Church. Subject is Dylann Storm Roof w/m 4/3/1994 5'9'" 120 lbs. The subject should be driving a 2000 Hyundai Elantra GS, SC registration LGF330. The vehicle is dark-colored. Subject should be considered armed and dangerous and caution should be used if seen. ''

The uncle of the suspect told Reuters he recognized his nephew in the photo released by police. He also said Roof received a .45 caliber pistol as a birthday present in April.

Charleston Police Chief Gregory Mullen told a news conference that officers ''have obtained surveillance videos of the suspect in this case and a suspect vehicle.''

Mullen said the suspect was a ''younger white male between 21 and 25 years of age, 5-foot-9 in height'' and ''has a very distinctive sweatshirt that has markings.''

Mullen emphasized the suspect is ''a very dangerous individual'' and said ''he should not be approached by anyone.''

Any people who recognize the suspect or spots the vehicle should alert law enforcement, he said, rather than trying to follow themselves.

Woman spared by shooter to give account?

A female survivor told family members that the gunman told her he was letting her live to tell everyone else what happened, Dot Scott, president of the local branch of the NAACP, told CNN.

Scott said she had not spoken to the survivor directly but had heard this account repeated at least a dozen times as she met with relatives of the victims Wednesday night. Scott added that she didn't know if the survivor had ended up at the hospital or being questioned by police.

Because of the church's historic significance, it is not unusual for visitors, whether white or black, to visit it, Scott said. She said she'd had no indication that any children were among the victims.

Mullen told the news conference the suspect had been in the church attending a meeting that was going on '-- and ''stayed there almost an hour with the group before the actual event.''

But he declined to comment on whether the suspect had let one woman escape.

'Distinctive' license plate

The suspect was seen leaving the church in a black four-door sedan, the flier says. ''The vehicle you will see has a very distinctive front license plate,'' Mullen added.

He appealed for the media to help in circulating the suspect's image and for the public to be vigilant. The clean-shaven man pictured wears a gray sweatshirt over a white T-shirt, blue jeans and Timberland boots.

''No one in this community will ever forget this night and as a result of this and because of the pain and the hurt this individual has caused this entire community, the law enforcement agents are committed and we will catch this individual,'' Mullen said.

Charleston Mayor Joe Riley echoed that sentiment, saying everything must be done to find a culprit he described as ''somebody filled with hate and with a deranged mind.''

The man is a ''no-good, horrible person'' who must be taken into custody as soon as possible, he said. ''Of course we will make sure he pays the price for this horrible act.''

Wednesday night's attack at the Emanuel African Methodist Episcopal Church is being investigated as a hate crime. All the victims, who include the church's pastor, the Rev. Clementa Pinckney, were black. Six of those killed were female and three male.

Reverend Clementa Carlos Pinckney (July 30, 1973 '' June 17, 2015) was a Democratic member of the South Carolina Senate, representing the 45th District since 2000. He was previously a member of the South Carolina House of Representatives from 1997 through 2000.[1]

Pinckney was a senior pastor at Mother Emanuel A.M.E. in Charleston.[2][3] On June 17, 2015, Pinckney was killed in a mass shooting at an evening Bible study at his church.[4][5][6]

Early life and education[edit]Pinckney was born in Beaufort, South Carolina, the son of Theopia (n(C)e Brooms 1945-2005), an early childhood development educator, and John Pinckney.[7][8][9]

Pinckney began preaching at his church at age 13, and by age 18, he was appointed pastor.

He graduated with a B.A. from Allen University in 1995 and went on to obtain a Master of Public Administration degree from the University of South Carolina in 1999.[1][10] Rev. Pinckney was a student at Wesley Theological Seminary pursuing a Doctor of Ministry degree in the Church Leadership Excellence tract.

Religious career[edit]Pinckney preached in Beaufort, Charleston, and Columbia, South Carolina.

Pinckney became pastor of Emanuel A.M.E Church in Charleston, South Carolina in 2010.[11]

He was among several South Carolina pastors to hold rallies after the shooting of Walter Scott in 2015, attracting some local controversy.[1]

Legislative career[edit]Pinckney was first elected to the South Carolina General Assembly in 1996 at the age of 23, becoming the youngest African American elected as a South Carolina state legislator.[13] He served in the South Carolina House of Representatives until being elected to the South Carolina Senate in 2000.

As a state senator, Pinckney pushed for laws to require police and other law enforcement officials to wear body cameras after Walter Scott, an unarmed black man was shot eight times in the back by police in North Charleston.[1]

Personal life[edit]In 1999, Pinckney married Jennifer Benjamin in Augusta, Georgia, whom he met while he was at Allen University and she was at the University of South Carolina. [14] The couple, who lived in Ridgeland, South Carolina, has two children, daughters Eliana and Malana.[9]

Sen. Pinckney spent much of his last day, June 17, 2015, campaigning with Democratic presidential candidate Hillary Clinton in Charleston.[15] That evening, he led a Bible study and prayer session at Emanuel African Methodist Episcopal Church, where he was senior pastor. A white gunman tentatively identified as Dylann Roof opened fire on the congregation, killing nine black church-goers. Pinckney was among the dead, as was his sister.[16] Officials were quick to term the shooting a hate crime.[17][1]

An intense manhunt was underway Thursday for a young white man who joined a prayer meeting and then opened fire inside a historic black church in downtown Charleston, killing nine people, including the pastor. Authorities called it a hate crime.

Charleston Police identified him as Dylann Roof, 21, of Lexington, South Carolina.

"This is a very dangerous individual," Police Chief Greg Mullen said. "We want to identify this individual and arrest him before he hurts anyone else."

The gunman stayed for nearly an hour at the prayer meeting Wednesday night before shooting the victims '-- six females and three males, Mullen said.

The Emanuel AME Church's pastor, state Sen. Clementa Pinckney, was among those killed, State House Minority leader Todd Rutherford told The Associated Press.

Pinckney, 41, was a married father of two who was elected to the state House at 23, making him the youngest member of the House at the time.

"He never had anything bad to say about anybody, even when I thought he should," Rutherford, D-Columbia, said. "He was always out doing work either for his parishioners or his constituents. He touched everybody."

This shooting "should be a warning to us all that we do have a problem in our society," said state Rep. Wendell Gilliard, a Democrat whose district includes the church. "We need action. There's a race problem in our country. There's a gun problem in our country. We need to act on them quickly."

Mullen said names would be released once families have been notified.

A federal law enforcement official told the Los Angeles Times that suspect may have used disguises.

The official, who was not authorized to speak publicly, said it appeared from the surveillance images that the assailant may have worn a wig and a fake nose, and may even have dyed part of his skin.

The official also noted that the man was wearing a heavy sweatshirt on an extremely warm day in Charleston, and may have been dressed like that to hide a firearm. The shooter also appeared to be carrying a small backpack over his right shoulder, which could have contained a weapon and ammunition as well.

''It was really hot,'' the official said. ''Why was he wearing a long-sleeved sweatshirt?''

Also under investigation is a bomb threat called into police to blow up the church with a countdown of 86 minutes, the official said. It was not immediately known whether the threat was authentic. No explosives had been found. ''We're not sure it's connected,'' the official said.

The FBI is involved, and a Justice Department spokesman said federal officials were opening a hate crime investigation. The spokesman spoke on condition of anonymity because the federal investigation had not been officially announced.

Mullen said he had no reason to think the suspect has left the Charleston area, but was distributing information about him and the vehicle around the country.

Charleston Mayor Joseph P. Riley Jr. called the shooting "an unfathomable and unspeakable act by somebody filled with hate and with a deranged mind."

"Of all cities, in Charleston, to have a horrible hateful person go into the church and kill people there to pray and worship with each other is something that is beyond any comprehension and is not explained," Riley said. "We are going to put our arms around that church and that church family."

A few bouquets of flowers tied to a police barricade formed a small but growing memorial Thursday morning a block away from the church.

"Today I feel like it's 9-11 again," Bob Dyer, who works in the area, said after leaving an arrangement of yellow flowers wrapped in plastic. "I'm in shock."

Charleston residents Samuel Ward and Evangeline Simmons stood silently at the barricade with arms around each other. Simmons said she belongs to another AME congregation.

"It's like it's just trying to strip away part of your faith," Simmons said. "But it just makes you stronger."

In a statement, NAACP President and CEO Cornell William Brooks condemned the shooting.

"There is no greater coward than a criminal who enters a house of God and slaughters innocent people engaged in the study of scripture," Brooks said.

The attack came two months after the fatal shooting of an unarmed black man, Walter Scott, by a white police officer in neighboring North Charleston that sparked major protests and highlighted racial tensions in the area. The officer has been charged with murder, and the shooting prompted South Carolina lawmakers to push through a bill helping all police agencies in the state get body cameras. Pinckney was a sponsor of that bill.

Soon after Wednesday night's shooting, a group of pastors huddled together praying in a circle across the street.

Community organizer Christopher Cason said he felt certain the shootings were racially motivated.

"I am very tired of people telling me that I don't have the right to be angry," Cason said. "I am very angry right now."

Even before Scott's shooting in April, Cason said he had been part of a group meeting with police and local leaders to try to shore up relations.

The Emmanuel AME church is a historic African-American church that traces its roots to 1816, when several churches split from Charleston's Methodist Episcopal church.

One of its founders, Denmark Vesey, tried to organize a slave revolt in 1822. He was caught, and white landowners had his church burned in revenge. Parishioners worshipped underground until after the Civil War.

CHARLESTON, SC (WCSC) - A man who was taken into custody during the investigation into the shooting Wednesday night at a downtown Charleston church has been released. Austin Rich says he was let go around 11:30 p.m. Rich, a local photographer, was interviewing people in the area of Calhoun and Meeting regarding the shooting.

According to Rich, he stopped at a gas station, and when he left the station, a police officer outside took him into custody because he resembled the description of the suspect sought.

Authorities then brought him to a hotel, interviewed him, and released him.

Rich said he bears no ill will against the police, and said,"They were just doing their job." He released the following statement on his Facebook page:

Tonight as many of you may already know I was detained as a suspect for the shooting that took place on downtown Charleston. I want to assure everyone that I am safe and innocent. I was interviewing strangers at the scene when I was mistaken as the shooter because of my grey t shirt, black pants and tan shoes. I was told to get on the ground with my hands up. I laid on my stomach, gentIy placing my camera on the ground. The officers rushed over to handcuff me. I told them to please be easy with my camera and gear as they picked me up off the ground. I understand that the officers were simply doing their job and they did it well. I was compliant and escorted across the street, to the Marriott Courtyard Hotel and then questioned. I gave them the details of where I was and who I was with. They asked several questions, checked my phone records and told me I was clear to go. I am thankful for the professionalism of the officers on duty, and have a tremendous amount of respect for them as well.

Rich says he was interviewing people for a photographic project he's been doing in Charleston.

The Charleston Police Department is continuing to search for the suspect involved in the shooting.

In a surprise announcement issued on Wednesday, Airbus said Emirates, one of the top three customers for the new plane, had scrapped its order of 50 A350-900s and 20 of the larger A350-1000 model. Airbus shares slumped more than 4 percent on the news.

Emirates didn't explain the decision beyond saying that it stemmed from a review of ''fleet requirements.'' But the big winner is likely to be Boeing's new 777X wide-body, the successor to its popular 777 model scheduled to enter service in 2019. Emirates is already the world's biggest customer for the 777 and the biggest for the 777X as well, with 150 orders for the newer plane. Today's announcement suggests that still more Emirates orders for the 777X will follow.

The 777X is the Boeing model closest in size to the A350-1000. Emirates is also looking at Boeing's smaller 787 Dreamliner. ''The 777 is now increasingly becoming the mainstay fleet of Emirates,'' Mark D. Martin, chief executive of Dubai-based Martin Consulting, told Bloomberg News.

Emirates may be looking to simplify its fleet structure, says analyst Sash Tusa of Edison Investment Research in London. In that scenario, it would continue to rely on Airbus's A380 megaplane as its biggest model, followed by the 777, 777X, and possibly, the 787 for routes in which smaller planes are needed.

Even after the cancellation, the A350 has a strong order book, with some 742 planes on order. The biggest customers now are Qatar Airways, with orders for 80 planes, and Singapore Airlines (SIA:SP), with 70. Six months before its scheduled entry into service, the A350 hasn't encountered any major technical glitches. ''It's not great news,'' Airbus's top salesman John Leahy, said at a press briefing while adding that airlines had already contacted Airbus about taking over the planned Emirates delivery slots. With most positions sold out through 2020, he said there will be ''no trouble'' selling the planes.

Still, there's no denying that losing the order is a huge blow. ''Emirates is the largest and most influential long-haul airline in the world,'' Tusa says. ''When it looks at your flagship product and decides it can do better with somebody else's, that's a problem.''

June 13 (Bloomberg) -- Boeing Co. won its biggest order from a Chinese carrier as China Eastern Airlines Corp. agreed to buy 80 737 jets valued at $7.4 billion.

China Eastern, the nation's third-largest airline, will buy a mix of 737-800 and upgraded Max models, to be delivered starting in 2016, the company said in a statement to the Shanghai stock exchange today. The carrier is also selling 15 older 737-300s and five 757s back to the planemaker, according to the statement.

The order is a leg up for the world's largest aircraft maker in its competition with Toulouse, France-based Airbus Group NV in the market for single-aisle jets, the workhorse of the global airline fleet. More than 50 percent of the commercial jetliners operating in China are Boeing planes, according to the company's website.

Chinese carriers are bringing in more orders for Chicago-based Boeing and Airbus as growth in the world's second-largest economy enables more people to fly. That expansion has China on pace to become the world's biggest aircraft market, making purchasing planes inevitable. At least 13 Chinese airlines, double the existing number, will have a fleet of 100 aircraft each by the end of the decade, market researcher CAPA Centre for Aviation said last month.

China Eastern, based in Shanghai, will fund the purchase with business operations, bank loans and other finances, according to the statement.

Boeing said in February it doesn't rule out the possibility of building a final assembly line for single-aisle planes in China in the future. Boeing, for four consecutive years, has increased its estimate for demand from China and expects the country to need 5,580 new planes costing $780 billion through 2032.

The shares were little changed at $132.29 at the close in New York. They have fallen 3.1 percent this year, compared with a 4.8 percent increase in the Standard & Poor's 500 Index.

Airbus, which has an assembly line in Tianjin, China, has forecast that China will supplant the U.S. as the world's largest market for aircraft by 2032.

In January, Boeing said it delivered a record 143 jets to China last year and expects to hand over a similar number of aircraft in 2014. In February, China said it will further lower the criteria for setting up a budget airline in the country and will study tax breaks for low-cost carriers to make flying more accessible.

Formation through 2000EditThe airline was established in August 1990, as a joint stock company by its major shareholders: aircraft manufacturer Aviastar, aircraft manufacturer Aviant (now known as Antonov Serial Production Plant), aircraft design bureau Antonov Aeronautical Scientific-Technical Complex (now known as Antonov State Company) and aircraft engine manufacturer Progress Design Bureau (now known as Motor Sich).[2] It started operations in October 1991, when it carried a 120-ton cargo from Amsterdam to Almaty.[1]

The airline entered a marketing agreement with UK-based HeavyLift offering the Antonov An-124 on the world cargo market. It became the first carrier in Russia, which was not part of Aeroflot, to start operations in outsize cargo.

In April 1995, the airline hosted a meeting of companies involved in the design, manufacturing and operation of the An-124, creating a Joint Coordination Council to plan and implement improvements for that aircraft model.[3]

In November 1996, Volga-Dnepr began scheduled passenger service between Ulyanovsk and Moscow, using Yakovlev Yak-40 aircraft.[4][5] In the following year Volga-Dnepr expanded its scheduled passenger service to include St. Petersburg and Sochi, as well.[6]

In 1997, the airline joined with Atran and Atlant Soyuz to form an Association of Air Cargo Operators to represent the Russian cargo industry in negotiations with regulators.[7]

Aviastar sold its 34% holding in the airline to Russian insurance firm NIK in 1999.[8]

In April 2000, the privately owned Russian defense industry investor Kaskol Group acquired a 16% stake in the airline, of which the majority was from the Ukrainian state property fund.[9] Kaskol later raised its stake to 49% of the airline.[10] At the end of 2005, Kaskol sold its stake in the airline, due to its discontent with the company's management's strategy.

2001 to presentEditThe airline terminated its joint venture with HeavyLift on February 1, 2001, with the stated reason to enable the airline to attract the investment that it needed to expand its fleet.[11] The airline also set up marketing subsidiaries in London and Houston, Texas.[11]

Shortly afterwards, HeavyLift joined its UK competitor, Air Foyle, which was the worldwide sales agent of Volga-Dnepr Airlines' Ukrainian competitor, Antonov Airlines, to form a new joint venture, Air Foyle HeavyLift.[12]

In 2001, the Volga-Dnepr Group was formed, with Volga-Dnepr Airlines being its first company and the key element of its chartered cargo subgroup. In 2004, the Group created Air Bridge Cargo to be the key element in the Group's scheduled cargo services subgroup.[13] Maintenance services in Shannon (Ireland) and Sharjah (UAE) operate as independent companies within the Volga-Dnepr Group.

In 2002, the airline suspended funding of an An-124-100M being produced by Aviastar due to a dispute between Aviastar and local politicians in Ulyanovsk in which the local government seized the aircraft. According to Volga-Dnepr, the founder of Aviastar refused to bribe local politicians and businessmen to secure their cooperation. Volga-Dnepr threatened to move its headquarters from Ulyanovsk at the time, saying that the airline was well known for having "a clear accounting system and good business reputation," and that it would move "from Ulyanovsk in order to preserve these qualities."[14] The dispute was resolved and the airline resumed funding production of the aircraft.[15]

The airline began flying chartered missions for the US Air ForceAir Mobility Command in 2003. In 2005 the airline established a subsidiary in Houston, Texas that committed to make An-124 aircraft available to Air Mobility Command in the event of a national emergency, qualifying Volga-Dnepr to bid for cargo charters from AMC and other US government agencies.[16]

In 2005, the airline and its Ukrainian competitor, Antonov Airlines, formed a partnership, Ruslan Salis, which signed a three-year contract with NATO to provide strategic airlift services to the alliance's Strategic Airlift Interim Solution (SALIS). The contract was renewable through 2012, and required Ruslan to maintain two An-124 aircraft in a ready state in Leipzig, Germany, with an additional four An-124 aircraft available if needed.[17]

Antonov Airlines terminated its joint venture with Air Foyle HeavyLift on 30 June 2006 to allow it to pursue a joint marketing venture with its competitor Volga-Dnepr Airlines under the name Ruslan International, building on their Ruslan Salis success.[18]

In December 2012, Ruslan Salis' NATO contract was extended through the end of 2014, having previously been extended in 2008 and 2010. Prior to the 2014 Crimean crisis, it appeared likely that the contract would be extended for yet another two-year term.[19]

Notable missionsEditAccording to Moscow Defense Brief, the company has over the past 18 years transported gigantic excavators and yachts, missile launchers, airplanes and helicopters, elephants and whales, entire mini-factories and power plants, the latest release of Beaujolais Nouveau wine, and unique museum collections. Deliveries of equipment for the heavy machine building, oil and gas and aerospace sectors are most in demand.[1] In 2008, Volga-Dnepr delivered Japanese International Space Station components from Japan to the Kennedy Space Center in Florida.[20]

In 2008 ExxonMobil PNG Limited asked Volga-Dnepr to assist in building a gas conditioning plant as part of the PNG LNG Project in Papua New Guinea, which is estimated to deliver 9 trillion cubic feet of gas over a 30-year period. Due to the mountainous nature of the terrain and 350 inches of rainfall a year this task was extremely difficult to accomplish using conventional means. Exxon decided to consider an ''air bridge'' option to transport very heavy and delicate equipment that simply could not come to the site via the road.[21] Volga-Dnepr specialists helped to design a new airfield in Komo to handle AN-124-100 flights by providing advice on the airport's optimal location and the technical characteristics of its runway, which is 3,200 metres in length and 45 metres wide. In 2012 Volga-Dnepr won the tender to deliver equipment for the PNG LNG Project's Hides Gas Conditioning Plant to the Komo site, and in 2013 the company operated 88 cargo flights carrying over 6,000 tons of equipment and materials in the space of 103 days.[22]

Big is back.

Boeing (NYSE: BA) has landed its largest order for the four-engine 747 jet in a quarter century, a 20-jet order from Volga-Dnepr Group, a Russian cargo carrier.

The intent to order, announced at the Paris Air Show, is for 747-8F freighters, and probably is worth about $3.8 billion or less, based on the $190 million blue book price for the aircraft.

The actual price could be even less than the $190 million blue book, given Boeing's urgent efforts to keep the 747 line operating, said Doug Kelly, senior vice president aircraft evaluation for aerospace analyst Avitas Inc., in Washington D.C.

''It wouldn't surprise me to be lot less than that, if it's a strategic order from a big customer,'' he said. ''Obviously it's been a weak market. Boeing is desperate to make some sales.''

Boeing's list price for the 747-8F aircraft is $368 million, and the list price value of the order would be $7.4 billion.

The pressure to score a big 747 sale has been huge because Boeing's list of unfilled orders '' not including this new order '' was down to 32 planes Wednesday, 14 of which were freighters.

Boeing Commercial Airplanes CEO Ray Conner even said during a recent conference that the production rate could be trimmed down to one monthly and still be profitable for Boeing.

At the current rate of 1.3 jets monthly, the Volga-Dnepr order is good for about 15 months of work on the Boeing line in Everett. The deal currently is a ''memorandum of understanding,'' with a firm order still to be finalized. The order is to include a mixture of purchased and leased aircraft, the latter from an external lessor.

The 747-8F, with a nose hatch to load cargo from the front, is an ideal aircraft for Volga-Dnepr, which specializes in out-sized cargoes, Kelly said.

In its most general sense, a fair use is any copying of copyrighted material done for a limited and ''transformative'' purpose, such as to comment upon, criticize, or parody a copyrighted work. Such uses can be done without permission from the copyright owner. In other words, fair use is a defense against a claim of copyright infringement. If your use qualifies as a fair use, then it would not be considered an illegal infringement.

So what is a ''transformative'' use? If this definition seems ambiguous or vague, be aware that millions of dollars in legal fees have been spent attempting to define what qualifies as a fair use. There are no hard-and-fast rules, only general rules and varied court decisions, because the judges and lawmakers who created the fair use exception did not want to limit its definition. Like free speech, they wanted it to have an expansive meaning that could be open to interpretation.

Most fair use analysis falls into two categories: (1) commentary and criticism, or (2) parody.

Commentary and CriticismIf you are commenting upon or critiquing a copyrighted work '-- for instance, writing a book review '-- fair use principles allow you to reproduce some of the work to achieve your purposes. Some examples of commentary and criticism include:

quoting a few lines from a Bob Dylan song in a music reviewsummarizing and quoting from a medical article on prostate cancer in a news reportcopying a few paragraphs from a news article for use by a teacher or student in a lesson, orcopying a portion of a Sports Illustrated magazine article for use in a related court case.The underlying rationale of this rule is that the public reaps benefits from your review, which is enhanced by including some of the copyrighted material. Additional examples of commentary or criticism are provided in the examples of fair use cases.

ParodyA parody is a work that ridicules another, usually well-known work, by imitating it in a comic way. Judges understand that, by its nature, parody demands some taking from the original work being parodied. Unlike other forms of fair use, a fairly extensive use of the original work is permitted in a parody in order to ''conjure up'' the original.

Artist Richard Prince won a significant victory on appeal in the landmark intellectual property case Cariou v. Prince today.

The case concerns Prince's "Canal Zone" series of paintings (2008), which incorporated photographs by French photographer Patrick Cariou from his 2000 book Yes, Rasta (Powerhouse) for a show at Gagosian Gallery. In 2009 Cariou brought a copyright infringement suit against Prince, Gagosian Gallery, Lawrence Gagosian and catalogue publisher Rizzoli. In March 2011, U.S. District judge Deborah Batts ruled against Prince and ordered the defendants to destroy remaining copies of the catalogue and unsold paintings that make use of Cariou's photographs.

That decision was largely overturned today, with the exception of five paintings that, the court concluded, must be reevaluated for claims of fair use.

"We conclude that the district court applied the incorrect standard to determine whether Prince's artworks make fair use of Cariou's copyrighted photographs," writes Judge B.D. Parker in the decision, which was released this morning. "We further conclude that all but five of Prince's works do make fair use of Cariou's copyrighted photographs. With regard to the remaining five Prince artworks, we remand the case to the district court to consider, in the first instance, whether Prince is entitled to a fair use defense."

"This decision absolutely clarifies that the law does not require that a new work of art comment on any of its source material to qualify as fair use," attorney Virginia Rutledge told A.i.A. by phone this morning after a preliminary survey of the decision.

"This is a major win for Prince on at least two counts," NYU art law professor Amy Adler told A.i.A. via e-mail. (She consulted on the case but was speaking for herself.) "The court decided that artwork does not need to comment on previous work to qualify as fair use, and that Prince's testimony is not the dispositive question in determining whether a work is transformative. Rather the issue is how the work may reasonably be perceived. This is the right standard because it takes into account the underlying public purpose of copyright law, which should not be beholden to statements of individual intent but instead consider the value that all of us gain from the creation of new work."

Prince collaged large reproductions of Cariou's images into a number of paintings in the "Canal Zone" series, with greater and lesser degrees of alteration'--painting orbs over their mouths and/or eyes, collaging other elements atop or adjacent to them, and the like. Batts's decision decreed that unsold paintings from the series'--several of which had sold for over $10 million'--and copies of the exhibition catalogue be destroyed. Paintings that had sold, according to Batts's decision, could no longer be legally displayed in public.

Because of the high prices on Prince's paintings and the extent of the series, the works at issue represent, according to Adler, the largest financial stake in an art copyright law case. Other major cases, such as Blanch v. Koons, in 2005, have involved single works or limited editions.

The case has resulted in extensive debate over whether Prince's paintings meet the criteria for protection under "fair use" provisions of copyright law. Prince is widely seen as having set his own case back by claiming in his 2009 verbal deposition (compiled as a book, Canal Zone Richard Prince YES RASTA: Selected Court Documents, &c., &c., by filmmaker/artist/writer Greg Allen) that "I don't really have a message" or any comment on the originals, which, Cariou's lawyers argued in this case, should be required for protection under fair use. Interestingly, as if straight out of a postmodernist playbook, Prince's lawyers argued on appeal that no artist's statement should be the last word on his work.

Fair use also allows for "transformative" uses. The question of whether Prince's "Canal Zone" paintings meet that standard has raged for years now.

The court heard oral arguments in the appeal in May, and seemed sympathetic to Prince's side. Referring to the injunction's requirement that the unsold Prince works be destroyed, Judge Barrington D. Parker, Jr., observed, "It seems like something that would appeal to the Huns or the Taliban."

Though there have been others, Cariou v. Prince is the the most important art and fair use case heard by the Second Circuit since Blanch v. Koons, in which photographer Andrea Blanch sued Jeff Koons over his use in his 2000 painting Niagara of her photograph Silk Sandals by Gucci from Allure magazine's August 2000 issue. The court decided in Koons's favor in 2005, and Blanch's appeal was unsuccessful.

That case, by contrast with Cariou v. Prince, hinged on Koons's compelling testimony for the necessity of using found imagery.

Koons argued in his affidavit that "My paintings are not about objects or images that I might invent, but rather about how we relate to things that we actually experience. . . . Therefore, in order to make statements about contemporary society and in order for the artwork to be valid, I must use images from the real world. I must present real things that are actually in our mass consciousness."

Judge Louis L. Stanton of U.S. District Court found in his decision that Niagara constituted a "transformative use" of Blanch's photograph. "The painting's use does not 'supersede' or duplicate the objective of the original," Stanton wrote, "but uses it as raw material in a novel way to create new information, new esthetics and new insights. Such use, whether successful or not artistically, is transformative."

Had the court decided that fair use protection specifically required comment or criticism on the original, as Cariou's lawyers argued, it would have conflicted with decisions by the Ninth Circuit in cases such as Kelly v. Arriba Soft Corporation and Perfect 10, Inc. v. Amazon.com, Inc., which allowed for fair use protections based on a benefit to the public of the use of copied images.

Prince's work has been a touchstone for art that uses appropriation since his images of the Marlboro Man from the 1970s, which were taken directly from advertising iconography.

(AP) - An intense manhunt was underway Thursday for a young white man who joined a prayer meeting and then opened fire inside a historic black church in downtown Charleston, killing nine people, including the pastor. Authorities called it a hate crime.

Charleston police identified the suspect as Dylann Roof, 21, of Lexington, South Carolina. He may be driving a black Hyundai, police spokeswoman Barbara Vaughn said.

"This is a very dangerous individual," Police Chief Greg Mullen said during a Thursday morning news conference.

The gunman stayed for nearly an hour at the prayer meeting Wednesday night before shooting the victims - six females and three males, Mullen said.

The Emanuel African Methodist Episcopal Church's pastor, state Sen. Clementa Pinckney, was among those killed, State House Minority leader Todd Rutherford told The Associated Press.

Pinckney, 41, was a married father of two who was elected to the state House at 23, making him the youngest member of the House at the time.

"He never had anything bad to say about anybody, even when I thought he should," Rutherford, D-Columbia, said. "He was always out doing work either for his parishioners or his constituents. He touched everybody."

This shooting "should be a warning to us all that we do have a problem in our society," said state Rep. Wendell Gilliard, a Democrat whose district includes the church. "We need action. There's a race problem in our country. There's a gun problem in our country. We need to act on them quickly."

Mullen said names of the victims would be released once families have been notified.

The suspect was described as a white man in his early 20s.

The FBI is involved, and a Justice Department spokesman said federal officials were opening a hate crime investigation. The spokesman spoke on condition of anonymity because the federal investigation had not been officially announced.

Mullen said he had no reason to think the suspect has left the Charleston area, but was distributing information about him and the vehicle around the country.

Charleston Mayor Joseph P. Riley Jr. called the shooting "an unfathomable and unspeakable act by somebody filled with hate and with a deranged mind."

"Of all cities, in Charleston, to have a horrible hateful person go into the church and kill people there to pray and worship with each other is something that is beyond any comprehension and is not explained," Riley said. "We are going to put our arms around that church and that church family."

A few bouquets of flowers tied to a police barricade formed a small but growing memorial Thursday morning a block away from the church.

"Today I feel like it's 9-11 again," Bob Dyer, who works in the area, said after leaving an arrangement of yellow flowers wrapped in plastic. "I'm in shock."

Charleston residents Samuel Ward and Evangeline Simmons stood silently at the barricade with arms around each other. Simmons said she belongs to another AME congregation.

"It's like it's just trying to strip away part of your faith," Simmons said. "But it just makes you stronger."

In a statement, NAACP President and CEO Cornell William Brooks condemned the shooting.

"There is no greater coward than a criminal who enters a house of God and slaughters innocent people engaged in the study of scripture," Brooks said.

The attack came two months after the fatal shooting of an unarmed black man, Walter Scott, by a white police officer in neighboring North Charleston that sparked major protests and highlighted racial tensions in the area. The officer has been charged with murder, and the shooting prompted South Carolina lawmakers to push through a bill helping all police agencies in the state get body cameras. Pinckney was a sponsor of that bill.

Soon after Wednesday night's shooting, a group of pastors huddled together praying in a circle across the street.

Community organizer Christopher Cason said he felt certain the shootings were racially motivated.

"I am very tired of people telling me that I don't have the right to be angry," Cason said. "I am very angry right now."

Even before Scott's shooting in April, Cason said he had been part of a group meeting with police and local leaders to try to shore up relations.

The Emanuel AME church is a historic African-American church that traces its roots to 1816, when several churches split from Charleston's Methodist Episcopal church.

One of its founders, Denmark Vesey, tried to organize a slave revolt in 1822. He was caught, and white landowners had his church burned in revenge. Parishioners worshipped underground until after the Civil War.

CHARLESTON, S.C. -- Police were searching for a suspect after a gunman opened fire Wednesday night at a church in downtown Charleston, CBS affiliate WCSC-TV reported.

Charleston police spokesman Charles Francis said the shooting took place around 9 p.m. at the Emanuel AME Church on Calhoun Street, as a meeting was taking place.

Nine people died in the shooting, authorities say.

Charleston PD Chief Greg Mullen said, "I do believe it was a hate crime."

A few hours after the shooting, authorities began clearing the area after a bomb threat was called in to police dispatchers.

An Associated Press reporter on the scene says police helicopters with searchlights circled overhead in the area, as a group of pastors prayed across the street.

Francis described the suspect as a clean-shaven white male with a slim build, approximately 21 years old, who was wearing a gray sweatshirt, jeans, and boots.

The Emmanuel AME church is a historic African-American church that traces its roots to 1816, when several churches split from Charleston's Methodist Episcopal church.

One of its founders, Denmark Vesey, tried to organize a slave revolt in 1822. He was caught, and white landowners had his church burned in revenge. Parishioners worshiped underground until after the Civil War.

This is a developing story.

Belgium will mark Napoleon's defeat at Waterloo from Thursday to Sunday with a three-day-long recreation of the battle.

It saw the allies bring an end to Bonaparte's reign exactly two hundred years ago.

The show is set to be a spectacle of sound and light, with some 5,200 actors playing the role of soldiers in both armies.

Royalty from across Europe will be present for the celebration, including senior royals from the British Royal Family.

But it is the Belgian monarchs, who will kick things off on Thursday.

Senior European officials and the prime minister of Belgium will also be present.

Reacting to Rachel Dolezal's interview with MSNBC during which the former Spokane NAACP president claimed to identify as black, CNN discussed the merits of such a statement. On Legal View with Ashleigh Banfield, Charles Blow of the New York Times and cultural critic Michaela Angela Davis dismissed the idea that Dolezal could identify as black on the basis of white privilege.

Davis asserted that Dolezal's choice to identify as black has no scientific basis, unlike transgenderism, which apparently is reliable when it comes to biological science. She explained:

[W]e're actually entertaining transracial outside of the adoptive space, you know, where it's used as a thing. No case study, no science, nothing to support it. There's not decades of research like with transgender people, particularly transgender black women. This, this, you know, as I said earlier, this is white privilege at a spectacular level. This could not happen the other way around.

George Stephanopoulos's sketchy connections to the Clintons were thrown back in his face on Wednesday. The Good Morning America co-anchor interviewed presidential candidate Donald Trump. During a lightning round on Trump's thoughts about Republicans, Stephanopoulos brought up Hillary Clinton. The real estate businessman began by calling Clinton's e-mail controversy "scandalous." Trump paused, remembering who he was talking to. The candidate derided, "Of course, you shouldn't be talking to me about that, in all fairness. You shouldn't be asking me those questions, but I don't mind."

Delia Gallagher touted Pope Francis's upcoming encyclical on the environment on the 17 June 2015 edition of CNN's Wolf program by claiming how "Church leaders say that this is the first time the release of a papal encyclical has been so anticipated." Gallagher spotlighted an "epic theatrical trailer for the Pope's words" from an environmentalist group in Brazil," and hyped that "with the Pope's popularity, this encyclical will be a milestone that places the Roman Catholic Church at the forefront of one of the major scientific and moral issues of our times."

The correspondent also underlined that "Francis is the first pope ever to dedicate an entire encyclical to ecological concerns '' a move which has worried conservatives '' who fear it will be seen as an endorsement of a liberal agenda on climate change and population control, and be bad news for big business and oil."

The massive hack into federal systems announced last week was far deeper and potentially more problematic than publicly acknowledged, with hackers believed to be from China moving through government databases undetected for more than a year, sources briefed on the matter told ABC News.

"If [only] they knew the full extent of it," one U.S. official said about those affected by the intrusion into the Office of Personnel Management's information systems.

It all started with an initial intrusion into OPM's systems more than a year ago, and after gaining that initial access the hackers were able to work their way through four different "segments" of OPM's systems, according to sources.

Much of that data has been stored on OPM systems housed by the Department of the Interior in a Denver-area data center, sources said. And one of the four "segments" compromised held forms filled out by federal employees seeking security clearances.

As ABC News previously reported, the 127-page forms '-- known as SF-86's and used for background investigations '-- ask applicants for personal information not only about themselves but also relatives, friends, and potentially even college roommates.

OPM insists the information compromised by the intrusion into its systems does "not [include] the names of family members."

"Family members of employees were not affected by this breach," OPM says on its website.

However, U.S. officials speaking on the condition of anonymity say unequivocally such information was put at serious risk by the OPM hack. Of utmost concern are U.S. employees stationed overseas, including in countries such as China, whose government would covet personal information on relatives and contacts of American officials living in the communist country, according to officials.

"If the SF-86's associated with this hack were, in their entirety, part of the stolen information, then that would mean the potential release of a staggering amount of information, affecting an exponential amount of people," one U.S. official told ABC News on Sunday.

Acting as the government's human resources division, OPM conducts about 90 percent of background investigations for the federal government. Information from SF-86 forms dating back three decades could have been exposed in the cyber-attack, which the U.S. government strongly suspects was carried out by hackers in China, sources said.

Applicants seeking U.S. security clearances are required to provide the full names, dates of birth, places of birth and social security numbers of spouses or partners. Relatives' full names, dates of birth, current addresses and in some cases employment information are also required. And applicants are asked to the full names, dates of birth and addresses of "foreign contacts" '-- defined as a foreign national, including relatives, "with whom you, or your spouse, or cohabitant are bound by affection, influence, common interests, and/or obligation."

It's still unclear exactly what was compromised by the OPM hack, particularly because OPM officials and other authorities still don't have a good handle on how much information was actually stored by OPM in the first place, one U.S. official said. Nearly 50 government agencies send data to OPM for storage in some form, according to the official.

The intrusion was only noticed after OPM began to upgrade its equipment and systems. As soon as anomalies within the systems were noticed, the Department of Homeland Security and FBI were notified.

Over the next two weeks, OPM will be sending notifications to an estimated 4 million current and former government employees whose "Personally Identifiable Information" may have been compromised by the hack.

Those notifications "will state exactly what information may have been compromised," OPM says on its website.

And "since the investigation is ongoing, additional PII exposures may come to light," an OPM official acknowledged Sunday. "In that case, OPM will conduct additional notifications as necessary."

In a statement last week, an FBI spokesman said, "We take all potential threats to public and private sector systems seriously, and will continue to investigate and hold accountable those who pose a threat in cyberspace."

An OPM spokesman did not immediately return a call seeking comment.

White House press secretary Josh Earnest on Monday dismissed reporters' questions about a star-studded White House party featuring the likes of Prince and Stevie Wonder that wasn't announced to the public.

Earnest said it was a private event paid for by the Obamas, and joked that the press corps was worked up because they weren't invited.

''Nobody else in here was invited either. There appears to be some angst about that,'' Earnest said. ''I think the fact that we are talking about a private event, paid for by the president and the first lady that occurred in their own home Saturday night, I think most people would recognize that understandably as a private event.''

A reported 500 people scored invites to the private two-hour Prince performance, which included a duet with Wonder for his ''Signed, Sealed, Delivered, I'm Yours,'' according to Page Six.

The White House will not release a copy of the guest list, which was reported to include former Attorney General Eric Holder, Education Secretary Arne Duncan, lobbyists and celebrities Connie Britton, Tracee Ellis Ross, Angela Basset and Tyler Perry.

Earnest argued that the questions he was getting is evidence of the transparency of the Obama White House.

''The fact that we are talking about a private event and the fact that details are known is an indication the president is committed to being transparent,'' Earnest said. ''At the same time the president and first lady can reserve the right to host private parties at the White House. They did it on their own dime. I think that's consistent with the kind of values they've talked about.''

While Earnest was tight-lipped about the revelry, word had spread rapidly on social media, including by the Rev. Al Sharpton tweeting that seeing Prince and Stevie Wonder was ''unbelievable.''

''Selma'' director Ava DuVernay tweeted about ''Prince. Stevie. POTUS + FLOTUS'' and the ''massive amounts of dancing.''

Bay Area news station KTVU just reported that the pilots of Asiana's disastrous flight 214 were the crack team of "Sum Ting Wong," "Wi Tu Lo," "Ho Lee Fuk," and "Bang Ding Ow."

Despite the names obviously being just a bunch of racist jokes, KTVU, which has since apologized for the report, says in a statement given to Gawker'--and read on the air'--that an NTSB official confirmed the names to them earlier today.

EARLIER IN THE NEWSCAST WE GAVE SOME NAMES OF PILOTS INVOLVED IN THE ASIANA AIRLINES CRASH. THESE NAMES WERE NOT ACCURATE DESPITE AN N-T-S-B OFFICIAL IN WASHINGTON CONFIRMING THEM LATE THIS MORNING. WE APOLOGIZE FOR THIS ERROR.

Update: NTSB Public Affairs Officer Peter Knudson just told Gawker that the NTSB's policy is to never give out pilot names in these situations, which contradicts KTVU's claims. "I don't know who [KTVU] got that from, but we do not release names," he said.

Update #2: KTVU has issued another apology on its website. In it, the station maintains that an NTSB official confirmed the fake names: "Prior to air, the names were confirmed by an NTSB official in the agency's Washington, D.C. office."

Update #3: The NTSB is now reportedly blaming one of its summer interns for today's screw-up.
